Full Job Description

The Office of the Chief Information Officer (OCIO) at Marshall Space Flight Center (MSFC) is seeking applicants for an IT Specialist Technical Integrator.

You will serve as a subject matter expert on IT services and delivery in support of the Center.

You will work closely with the OCIO Agency Service Lines and in conjunction with Center customers, and within Agency guidelines to ensure effective and efficient delivery of local and Agency services in support of NASA's and MSFC's mission.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Supporting integration efforts of IT services for customers and stakeholders; Documenting customer requirements for development into technical solutions across a broad range of IT services (e.g., networking, cybersecurity, identity management, cloud, collaboration tools); and Verifying the delivery and performance of enterprise or contract provided IT services and helping resolve service issues.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Supporting complex IT integration efforts impacting multiple customers, missions, or enterprise service areas, including formulation and validation of technical requirements and the development of technical solutions; Guiding delivery and performance of enterprise or contract delivered IT services and resolving complex or sensitive service issues; and Advising on complex technical issues, risks, or impacts, and communicating highly technical information.

AND IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Partner with the Office of the Chief Information Officer (OCIO) Service Integration Lead to gather and validate service requirements and identify opportunities to meet individual customer needs through shared solutions and enterprise infrastructure.
  • Prioritize customer requirements, support project lifecycle reviews, and contribute to requirements development, acceptance processes, cybersecurity compliance, IT management, change management, and other IT process frameworks.
  • Manage all phases of IT projects (planning, requirements definition, implementation/integration, and evaluation). Integrate Center and mission requirements into Agency IT strategy and provide effective technical solutions to customers.
  • Monitor delivery of enterprise contract services and address issues affecting service quality. Identify and categorize sensitive customer IT requirements, develop plans of action and milestones, and support resolution of technical problems.
  • Translate technical concepts into clear, actionable information for non-technical audiences. Manage reporting processes and serve as a communications conduit between the OCIO, Center leadership, Agency partners, and other stakeholders.
  • Work across multiple OCIO teams and contracting partners to ensure cohesive delivery of IT services to NASA civil servants, contractors, mission organizations, and other Center and Agency customers.
  • Facilitate integration of local and enterprise capabilities with Center customers and coordinate technical design and development activities to meet stakeholder needs.
  • Collaborate with team and customers to assess technical issues, propose changes, and enhance the integrated delivery of quality IT services. Participate in working groups, project teams, tiger teams, and Technical Interchange Meetings.
