Full Job Description

The position serves as an IT Program Manager in the U.S. Department of Justice (DOJ) PARDON in Washington, D.C.

Since 1894, the President has requested and received the assistance of the Attorney General (AG) and designees in the Department of Justice (Department) in exercising clemency power regarding persons convicted for committing offenses against the United States.

Within the Department, PARDON is the component assigned to carry out this function under the direction of the Deputy AG.

To qualify for the position of Information Technology Program Manager (PLCYPLN & INFOSEC), at GS-2210-15, you must meet the basic qualification requirements listed below.

Basic Qualifications (2210 series): Attention to Detail - Is thorough when performing work and conscientious about attention to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND Specialized Experience: For the GS-15, you must have one year of specialized experience at the GS-14 grade level or equivalent pay band in the Federal Service.

Specialized experience is defined as: 1) Evaluating contractor or vendor proposals for information technology products or services; 2) Applying information technology ideologies or concepts to recommend solutions to problems; AND 3) Monitoring the data flow or systems interactions of automated systems to ensure proper functionality.

The duties and responsibilities for a GS-2210-15 generally include, but are not limited to, the following: The primary purpose of the Information Technology Program Manager (INFOSEC/PLCYPLN) position is to provide strategic leadership, vision, direction, and coordination in support of the Office of the Pardon Attorney's (PARDON) Information Technology (IT) program.

- Develops strategies and provides authoritative guidance and leadership on special IT technical projects to advance PARDON's mission - Oversees all contracting activities and continually evaluates the effectiveness of utilization of resources - Drives development of the technology architecture, infrastructure planning, engineering, and deployment - Oversees organizational changes to consolidate, create, and manage PARDON's IT program and administrative core support functions - Serves as senior planning and policy officer responsible for the development of IT-specific plans and policies - Makes recommendations to management concerning restructuring, reorienting, and recasting of immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in funding or presidential directive
