THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a INFORMATION SECURITY SPECIALIST, Position Description Number T5538000 and is part of the MA ARNG G3, National Guard. This is a Non-Bargaining Unit position.

AREA OF CONSIDERATION: Open only to onboard T5 Federal Employees of the Massachusetts Army National Guard.

MINIMUM QUALIFICATION REQUIREMENTS: Must have 1-year specialized experience equivalent to at least the next lower grade (GS-9).

Must have 1 year experience, education or training in collecting and analyzing data effectively, efficiently, and accurately.

Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats.

Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.

Learned ability to assess the surrounding environment to recognize immediate risk levels.

Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career.

OR Education: Possess Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

OR Combination: A Combination of Specialized Experience and Education as described above. Only education in excess of 1 full year of Ph.D.

level education may be used when combining education and experience to meet the total qualifications requirement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

MAJOR DUTIES: Duty 1. 25% As an Information Security Program Manager (ISPM) for State ARNG.

Responsible for development, publication, executing/enforcing and implementation of appropriate regulation, policy, and law related to INFOSEC.

Develops and maintains a state-specific INFOSEC program, conducts annual INFOSEC program reviews, evaluates INFOSEC program implementation at sites and locations throughout the state.

Establishes and maintains liaisons with national level ARNG G-2 as it pertains to INFOSEC.

Develops and implements an effective information security education program throughout the State and provides initial, continuing, and refresher security education training to all site military, civilian, and contract employees.

Ensure security violations, including suspected compromises or other threats to the safeguarding of classified information and the unauthorized disclosure of Controlled Unclassified Information (CUI) are reported and investigated IAW aforementioned regulation, policy, and law.

Reviews, analyzes, and briefs the results of inquiries and investigations resulting from security violations to state ARNG, as well as national level ARNG G-2.

Advise and represent the TAG on matters related to the classification, downgrading, declassification, and safeguarding of national security information. Duty 2.

25% Maintains, accounts for, and reports the status and compliance of all secure rooms and security containers under jurisdiction of the TAG.

Develop emergency destruction plan for classified and CUI as well as safeguarding procedures for hostile areas or during natural disasters.

Establish and maintain visitor control procedures for visitors who require access to classified information or areas where classified material is stored or processed.

Oversees the construction and certification of secure rooms for the open storage of classified information IAW regulation, policy, and law related to INFOSEC.

Monitor clearance eligibility, access, and SF-312, "Classified Information Nondisclosure Agreement (NDA)", completion, and investigation status for site personnel using the security clearance verification system of record.

Duty 3. 20% Manages the INFOSEC Internal Controls Program. Executes site-wide self-inspection program.

Compiles reporting data for submission to national level ARNG G-2, responsible for the completion of security data reports; receives, compiles, prepares, and submits annual reports IAW DoD and national level ARNG G-2 policy.

Analyzes weaknesses identified during INFOSEC program reviews, and Department of the Army and National Guard Bureau assessments of systemic security problems in order to modify and apply recommended solutions.

Oversees and participates in assessments and evaluates compliance of activities with complex security requirements, identifies deficiencies, and ensures corrective action is identified for each deficiency found.

Assist and advise senior leadership in matters pertaining to the enforcement of regulations governing the access to, and the dissemination, reproduction, transmission, transportation, safeguarding, and destruction of classified or CUI information and material.

Duty 4.

20% Integrates on-site contractor personnel into the site INFOSEC Program, develops an effective liaison with the state ARNG contract office, site Contracting Officers (KO), site Contracting Officer Representatives (COR), as well as national level ARNG G-2, to effectively manage classified contracts and the Industrial Security Program.

Reviews and provides guidance to CORs and Program Managers in the preparation of the Contract Security Classification Specification requirements.

Monitors contractor compliance with all DoD and DA regulatory security requirements.

Report security violations involving cleared contractors to national level ARNG G-2 and Defense Counterintelligence and Security Agency (DSCA).

Ensure contractors conducting operations located on state ARNG sites and locations who require or will require access to classified and/or Controlled Unclassified Information (CUI) execute a Visitor Group Security Agreement (VGSA) and comply with host installation security requirements.

Duty 5. 10% Serves as the Foreign Disclosure Officer (FDO) for the State ARNG.

Responsible for development, publication, executing/enforcing, and implementation of appropriate regulation, policy, and law related to foreign disclosure.

Maintains the delegation of disclosure letter (DDL) for all state partners. Requests and authorizes ARNG foreign visit requests for the state.

Reviews and makes determinations for the release of government information to foreign government representatives. Develops and implements initial and annual refresher foreign disclosure training.

Responds to request for information (RFI) from foreign embassies and National Guard Bureau. Performs other duties as assigned.
