The Industrial Property Management Series,1103, has an Individual Occupational Requirement (IOR), which must be met for this position in addition to the minimum qualification requirement.

Individual Occupational Requirement: Undergraduate and Graduate Education: Major study - business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR Experience that demonstrates: Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property; Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property; Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property; Knowledge of Government sales policies, regulations, and methods; and Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.

Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.

For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-7 if outside the Federal service.

Specialized experience is defined as experience gathering information to assist with resolving contractor's property management system issues and utilizing automated systems.

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-9 if outside the Federal service.

Specialized experience is defined as experience monitoring, reporting, and making recommendations on a total property management program, OR utilizing a variety of automated and manual management techniques and procedures as appropriate.

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.

Specialized experience is defined as experience surveying, resolving deficiencies, and making recommendations for improvements of a contractor's property management system while utilizing organizational policies and objectives, AND utilizing a variety of automated and manual management techniques and procedures as appropriate.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.

Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.

Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement. Major Duties:

  • Plans, advises, consults, develops and implements programs, work actions, studies and projects that solve highly complex and diverse property problems.
  • Reviews and evaluates contractor property management procedures and systems for currency and adequacy.
  • Schedules, visits, and performs Property Management System Analysis (PMSA) required by regulation to reveal areas in need of corrective actions by contractors for the maintenance property records and accounts.
  • Serves as member of competition team (when requested) for preparation of solicitations and evaluation proposals in property area for new contracts.
  • Participates in pre/post-award conference and negotiations as part of the contract negotiation and administration team.
