Job Description

Summary

This job is a leadership role at a wastewater treatment plant where you'll maintain and repair electrical and instrument systems, program and fix the SCADA control software, and train other technicians on the Ovation system.

It's hands-on work that keeps the plant running smoothly to clean wastewater and protect the environment.

A good fit would be someone experienced in technical maintenance, comfortable leading a team, and passionate about environmental work in a collaborative setting.

Key Requirements

  • Current King County Career Service employee who has passed probation, with preference for SEIU 925 Wastewater Treatment applicants
  • Journey-level skills in constructing, troubleshooting, maintaining, and repairing instrumentation and controls
  • Experience with SCADA programming, maintenance, and repair, specifically the Ovation SCADA system
  • Ability to train and lead other instrument technicians
  • Knowledge of safety protocols including PPE, Lock-Out Tag Out (LOTO), and Permit-Required Confined Spaces
  • Onsite work at the South Plant in Seattle, Washington, supporting wastewater operations and capital projects

This Special Duty Assignment (SDA) opportunity is open to current King County Career Service employees who have passed their initial probation only and first consideration is given to SEIU 925 Wastewater Treatment applicants. You must get approval from your current supervisor/manager to accept a Special Duty Assignment. We are not accepting external applications at this time.


About the Role:
The Instrument Crew is an integral part of the maintenance group that supports the operations to treat wastewater. We protect public health and enhance the environment by collecting and cleaning wastewater while recovering valuable resources for a healthy Puget Sound region. Primary responsibility of this role is to support the team with SCADA programming, maintenance and repair as well as train current Instrument staff on the Ovation SCADA system at SP.

This position is a leadership role with a focus on SCADA training, programming and maintenance , in addition to performing a variety of highly skilled journey-level work that is considered mission critical in the support of operations by constructing, troubleshooting, maintaining and conducting preventive maintenance programs on a wide variety of instrumentation and controls at a wastewater treatment facility, including all collection, pumping and regulating stations.

This role works both independently and in collaboration with other instrument techs, skilled trades and plant operations staff.

Our goal is to meet the NPDES, National Pollutant Discharge Elimination System, permit in the water treatment system.

To ensure a safe work environment, our crew members use appropriate PPE and proper Lock-Out Tag Out procedures around electrical, mechanical, and environmental hazards.

We also provide training in Permit-Required Confined Spaces. Our group supports many new Capital projects that update and replace our control systems and wastewater infrastructure.

Requirements

What You Will Be Doing:
  • Maintain all aspects of hardware and software related the Emerson/Ovation SCADA system at SP.
  • Support all programming efforts for the SCADA system.
  • Train other plant instrument techs with an emphasis on programming the Ovation and telemetry systems.
  • The position requires the ability to work all shift schedules and required to report to work during adverse and inclement weather conditions and be on a rotating call list.
  • Focus on SCADA training for the instrument group, in addition to performing preventative maintenance, modifications, upgrades, analysis, and diagnostics on DCS, SCADA, PLC’s, SLC’s, HMI’S, telemetry including networking with proprietary protocols.

    Apply electronic theory and control strategies to enhance tour controls systems.

  • Troubleshoot, repair, calibrate, and maintain all electronic, pneumatic, and hydraulic instrumentation, control, and monitoring systems.
  • Work with operations personnel, engineers, and suppliers to explain the function of processes and procedures needed for the operation of new equipment.
  • Assist in inspection of instrumentation installed by contractors as well as witnessing and assessing loop commission testing. Review, modify and update drawings to conform with established plant standards.
  • Make recommendations on purchasing spares and inventory requirements for all instrument related equipment

Qualifications

Qualifications You Bring:
  • Ten years of Emerson /Ovation SCADA programming experience.
  • Ability to communicate complex details to other crew members as well as vendors and contractors.
  • Ability to read, adapt, and modify blueprints and shop drawings.
  • Experienced with PLC troubleshooting and programming.
  • The position requires the ability to work all shift schedules and are required to report to work during adverse and inclement weather conditions.
  • Trainer experience.

Working Conditions:
  • Work Location: South Treatment Plant, 1200 Monster Road S.W., Renton, WA
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.

    The position requires the ability to work all shift schedules and required to report to work during adverse and inclement weather conditions.

  • Union Representation: This position is represented by S.E.I.U. 925 (Wastewater Treatment Division)
  • Duration: This recruitment aims to fill one Special Duty Assignment position with an anticipated duration of up to 12 months. If the position is filled by a King County employee who has successfully completed their initial probation, they will be offered the role as a Special Duty Assignment.
  • Physical Requirement: Incumbents perform field work at a wastewater treatment plant and associated off-site facilities and are required to lift and carry equipment weighing up to 50 pounds, work in confined spaces, kneel, crawl, walk and climb using ladders, catwalks, and stairways, work indoor and outdoor, in open tanks and vaults, and around noxious odors and high noise levels
