Full Job Description

This position is located within the Office of Programs & Partnerships (P&P) of the National Endowment for the Arts (NEA).

The Indemnity Administrator is responsible for all activities relative to organizing, directing and implementing the Arts & Artifacts Indemnity Program.

The incumbent reports to the P&P Senior Program Director. Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

In order to qualify for this position, you must meet the following specialized experience requirement: Specialized Experience for this GS-13: You qualify for this GS-13 grade level (starting salary $121,785) if you possess one year of specialized experience in the Federal service or equivalent public or private sector experience at a level comparable in scope and responsibility to the GS-12 grade level performing the following duties: Evaluating and integrating insurance practices for international and domestic art exhibitions, including packing, shipping, freight forwarding, and customs processes Interpreting and applying fine arts insurance terms and policies, including deductibles, exclusions, and loss provisions Analyzing and applying museum operations practices, including security, environmental controls, and staff roles related to artwork care Interpreting, enforcing, and applying laws and regulations governing the indemnity program Administering and executing indemnity program requirements and processes in both routine and complex situations NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

Serving as the agency's recognized expert and authority, internally and externally, on Indemnity. Implementing all operations of the Indemnity Program.

Reviewing and analyzing all aspects of indemnity applications and amendments.

takes initiative in bringing about the applicant's conformance with the priorities of the Panel, the FCAH, and the enabling legislation and federal regulations.

Identifying potentially difficult, politically sensitive, precedent-setting or complex situations that affect program operations and resolving them through direct negotiation with museum senior level staff.

Developing and recommending guidelines policy, statutory, or regulatory issues for discussion.

Updating the Program guidelines and application instructions for posting by the NEA Office of Guidelines and Panel Operations.

Researching and developing all statistical data, reports, surveys, profiles and other Program-related materials. Responding to all Congressional and public inquiries.

Conducting workshops and formally presenting and representing the Arts Endowment at regional and national conferences and meetings.
