Full Job Description

This position is located in the Development Impact (DI) Division of the Office of Development Policy, U.S. International Development Finance Corporation (DFC).

The Impact Management Specialist identifies, collects, and analyzes qualitative and quantitative data to assess and document the development impact of projects seeking DFC support and those in DFC's portfolio.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A.

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following: Experience assessing the expected development impact of projects/investments; Experience providing recommendations on how to maximize development impact; and Experience monitoring the development impact of previously-approved projects/investments.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur. Major Duties:

As a Impact Management Specialist, you will: Analyze expected development impacts of proposed DFC projects prior to commitment and provide recommendations on how to maximize development impact.

Attend screening meetings and engage with investment and client teams during due diligence, including potential due diligence site visits.

Develop impact score for projects by identifying appropriate metrics to capture the potential development impact of each project, following DFC's Impact Quotient (IQ) methodology and guidelines, and informed by research conducted and client-level information.

Provide guidance and support to prospective and existing clients on appropriate methodologies for assessing development impact.

Undertake impact assessments of projects with new or challenging and complex elements and propose precedent-setting approaches to assessing these types of projects.

Develop high-quality written documents as well as oral talking points and presentations outlining finding and recommendations regarding impact.

Leverage significant expertise and experience to provide insights into ongoing monitoring of projects, including review of DFC's impact reporting requirements and leading site visits with the objective of helping to identify whether projects are on/off track in accomplishing key impact outcomes and provide recommendations for adjustments where needed.

Collaborate with other teams in the DI division to create written and oral materials bringing insights from ex-ante assessments into the monitoring process, and to create feedback loops from monitoring trips to support ex-ante assessments.
