GS-7/9 The primary purpose of this position is to serve as a Human Resources Specialist (Employee Relations/Placement) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

Summary Continued in Duties In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: GS-7 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems.

Examples of specialized experience include knowledge of the principles, concepts, and theories of Human Resources Specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.

Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or Superior Academic Achievement.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree.

GS-11 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems.

Examples of specialized experience include knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices.

Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management, and the relationships between the various personnel disciplines to recommend to management appropriate interventions to resolve complex, interrelated HR problems and issues.

Knowledge of analytical, evaluative, and diagnostic methods and techniques to resolve a wide range of complex, interrelated HR problems and issues; improve organizational efficiency/productivity; and to develop new or modified work methods, processes, and/or procedures.

OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

GS-7 Performs developmental assignments.

Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist Performs recurring assignments.

Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity Participates in special initiatives, studies, and projects.

Works with other specialists in planning and conducting special initiatives, studies, and projects Prepares written correspondence and other documentation GS-9/11 Provides employee relations assistance for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature Serves as the primary point of contact for a range of staffing, placement, and position management responsibilities Provides consultation and assistance on conduct-related issues Serves as the HR focal point for one or more employee relations programs Prepares written correspondence and other documentation Summary Continued GS-11 The primary purpose of this position is to perform a wide range of Human Resources (HR) duties at the installation, Direct Reporting Unit (DRU), or Major Command (MAJCOM) level to include employee relations, staffing, placement, performance management, labor relations, and advisory services for a variety of positions in an assigned area or organization.
