The Secretary of the Senate's Human Resources Department is seeking a Human Resources Director.

Work requires a bachelor's degree in human resources management or a related field (advanced degree preferred) and ten years of experience in professional, executive-level human resources management and development, as well as progressively responsible professional human resources experience which provides the following knowledge, abilities, and skills: Knowledge of effective use of employee performance plans and evaluations, coaching and mentoring techniques, and addressing employee conflicts and disciplinary actions.

Skill in strategic planning, project management, program implementation, coordination, and management, and budget formulation and execution (personnel and program).

Ability to work effectively with all levels of management and the ability to effectively counsel and influence senior leadership.

Strong business acumen with the ability to understand how human resources programs contribute to meeting organizational goals.

Ability to develop, implement, and champion new strategic initiatives through effective change management practices.

Ability to develop, implement, and maintain internal workplace policies, standards, procedures, and practices.

Ability to establish and maintain administrative, quality control, and measurement criteria and processes. Skill in consultation, facilitation, and presentation.

Ability to exercise discretion and ensure data protection and confidentiality.

Knowledge of human capital strategies and human resources functional areas including hiring, employee engagement, performance management, workforce planning. Ability to analyze data and information.

Knowledge of and ability to apply strategic communication methods and principles.

Demonstrated experience with human resources administration in a legislative, governmental, or similarly complex institutional environment Basic knowledge of the Senate as an institution preferred, with a desire and willingness to learn more about the legislative process, as well as the history and operation of the Senate.

Ability to use computer and relevant software programs for word processing, spreadsheets, presentations, course management, and scanning.

Excellent interpersonal, oral, and written communication skills.

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS None required, but human resources certification through SHRM or another program is preferred. Major Duties:

Provide executive-level leadership to the Human Resources Department and ensure that human resource programs, policies, and practices meet the requirements of the Secretary of the Senate and of the institution of the Senate.

Serve as the business owner of Secretary of the Senate HR information systems providing oversight of system requirements, roadmaps, and implementation to meet operational needs.

Provide assistance, coordination, guidance, and recommendations to the Secretary, the Executive Office leadership team, and department directors on sensitive and confidential human resources related issues.

Plan, secure approval of, and follow through on comprehensive long-term strategies, goals, objectives, and operational needs.

Drive employee awareness of and engagement with organizational policies and human resources programs and services.

Provide executive-level management of new and ongoing projects and programs, to include the implementation, tracking, measurement, and quality controls thereof.

Monitor projects, initiatives, and day-to-day functions and responsibilities controlled by, assigned to the Human Resources Department.

Analyze, interpret, and synthesize information to inform organizational decision-making; provide recommendations for improvements, modifications, and/or enhancements to assure responsiveness to changing requirements.

Assign, oversee, and monitor the development, implementation, and modification of internal workplace policies, standards, procedures, practices, as well as training and communication programs and plans.

Appropriately addresses employee conflicts and disciplinary matters. Ensure full organizational compliance with applicable privacy and confidentiality requirements.

Perform other official duties and special projects as assigned.
