GS-07/09 The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment and Placement) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
(GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy.
Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.
Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them.
OR EDUCATION: Successfully completed 1 full year of graduate level education or have superior academic achievement.

(GS-11) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. OR EDUCATION: Successfully completed a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07 Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques.

GS-09 Knowledge of fundamental Federal HR recruitment, and placement principles, policies, methods, and analytical techniques.

Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment. Ability to gather and analyze facts; and draw conclusions from information.

GS-11 Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.
Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.
Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues. Ability to communicate, both orally and in writing.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
