The position is in the Office of Inspector General (OIG), Office of Management and Policy (OMAP), Division of Human Resources and Management.
The primary purpose of this position is to provide expert advice, & guidance, and solutions for dealing with a wide variety of difficult staffing issues.
The incumbent's main responsibility is to conduct the staffing and placement actions through the full life cycle of the hiring process.
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Human Resources Specialist (Recruitment & Placement), as described below.
For the GS 0201 13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS 0201 12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for HR Specilaist (Recruiotment & Placement) GS 0201 13 includes: Delegated Examining (DEU) Certified Familiarity with using USA Staffing and USA Hire Experience applying human resources staffing and recruitment principles, laws, regulations, instructions, and concepts governing HR functions to code, process, and manage competitive and noncompetitive staffing actions, advising management on staffing matters, including merit system principles, veterans' preference, and federal HR laws, regulations, and policy.
Processing payroll and personnel actions and maintaining personnel files such as Electronic Official Personnel Folder (e-OPF); and reviewing case files for adherence to policies and actively participating in and responding to audits from various oversight entities.
No Relocation Incentives will be offered. No Permanent Change of Station Incentives will be offered. This position is outside the Bargaining Unit.
This position will not be filled until the Department's Placement Assistance Programs have been fully utilized. Major Duties:
Serve as a senior specialist and recognized authority in recruitment and placement, leveraging in-depth knowledge to analyze and resolve complex staffing challenges while evaluating department-wide staffing programs to identify issues and recommend enhancements.
Provide expert recruitment and placement services for hard-to-fill and specialized positions, conducting thorough position analysis to fulfill organizational HR needs.
Collaborate with management to develop short- and long-term recruitment strategies, ensuring fairness in competition and the recruitment of well-qualified candidates.
Act as the primary expert on recruitment and examining matters, providing technical assistance to management and resolving complex cases independently.
Deliver authoritative interpretations of staffing laws and regulations, ensuring compliance with OPM procedures and timely communication with applicants.
Lead special projects and initiatives, designing evaluation plans, analyzing results, and presenting findings to improve operational efficiency.
Ensure employee personnel actions are accurately entered in the system according to regulations.
This includes processing and ensuring others process corrections, correct mismatches, entering required remarks, etc.
Maintain DEU Certification compliance by participating in required training within the designated timeframe.
