Full Job Description

This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Labor and Management Employee Relations {LMER) Division.

The division directly supports the Office of the Secretary of War (OSW), WHS, the Pentagon Force Protection Agency (PFPA) and other organizations serviced by the Washington Headquarters Services.

In order to qualify for this position, you must meet the requirements described below.

https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0200/human-resources-management-series-0201/ You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Applying mastery of Labor Management and Employee Relation principles, concepts, practices, and techniques sufficient to provide authoritative advisory service and policy interpretation, and resolve cases characterized by their breadth, importance, and severity for which previous techniques have proven inadequate.

Utilizing knowledge of Title 5 and Title 10, United States Code, as amended by Pub. L.

95-454, regulations of the Office of Personnel Management, rules and case decisions of the Merit System Protection Board.

Analyzing and assessing Labor Management and Employee Relation problem areas both within specific serviced organizations and common problems across serviced organizations and use analyses as a basis for new or enhanced program policies or guidance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Serves as a senior specialist within the LMER division with responsibility for providing a full range of advisory services, assistance, and policy guidance to management officials and employees concerning all aspects of labor and employee relations.

Provides advice, technical assistance, and policy guidance to supervisory and management officials concerning the Federal Labor Relations program and the OSW/WHS labor-management partnerships.

Serves as technical expert to OSW and serviced components and activities on all aspects of labor relations including the establishment of management negotiating teams, suggesting particularly well-qualified candidates for such teams, and training team members in current labor relations practices, precedents, and negotiating techniques.

Provides advice, assistance, and policy guidance to the Assistant Director, Director of HRD, and Director, WHS and to managers and supervisors on all aspects of disciplinary and adverse actions.

Advises management on the merit and procedural requirements for all disciplinary and adverse actions based on knowledge of law, regulation, and MSPS case law.
