About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S.

Cyber Command, Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by 1) Advising on civilian human resource guidance, policy, and procedures in support of a Command HR program; 2) Interpreting and analyzing HR policy to resolve HR issues and execute planning; 3) Utilizing Federal automated HR systems in performing HR actions.

This position is in the Professional Work Category at the Full Performance Level within the CES Occupational Structure. Major Duties:

  • Research HR laws, policies, regulations and reference material, analyzes information, selects appropriate approach and recommends corrective action.
  • Analyzes HR programs to determine needs of HQ CYBERCOM.
  • Provides expert advice on policy, directives, and guidelines on a full range of matters pertinent to assigned functions.
  • Prepares and presents reports and briefings on program status, HR issues and/or recommended actions to key staff elements, appropriate senior staff officers, managers, and supervisors.
  • Recommends changes to established procedures and practices or alternative approaches to resolve recurring problems and issues.
