THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a Human Resources Specialist (Information Systems) (Title 5) (Permanent), Position Description Number T5030P01/T5020P01 and is part of the VA HRO, National Guard.
NOTE: Qualifications are based on breadth/level of experience.

GENERAL EXPERIENCE: Applicant must have experience, education or training being responsible for planning, operating, and administering the operation of the Human Resources Information Systems (HRIS).
SPECIALIZED EXPERIENCE GS11: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government.
This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated.
This experience must include activities such as: Experience providing technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs).
Experience providing training to familiarize Human Resources Office (HRO) staff, HRO remotes, and supervisors with the HRIS.
Experience providing advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Experience in managing the function of the work to be performed.

This experience must include activities such as: Experience developing and interpreting policy for HRO functional areas as it relates to HR information systems and applications.
Experience serving as the technical advisor for HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services) with a thorough understanding of HRO functional areas and internal processes (e.g., Staffing, Benefits, etc.) and how those inter-relationships impact processing of personnel actions.
Experience developing state unique quality control (QC) program queries to ensure OPM/DoD standardization is met.
Experience in managing access for all HR information systems including accountability, verification, and validation of resources. Major Duties:
As a Human Resources Specialist (Information Systems) GS-0201-11 (Title 5), you will perform the following duties: Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services.
Directs and monitors operation and maintenance of the local personnel system. Analyzes quality control queries, Personnel/Payroll data reconciliations, and rejected data entries from reports.
Provides training to familiarize HRO staff, HRO remotes, and supervisors with the HRIS. Advises applicable personnel of any updates for coding, system transactions, and maintaining system security.
Provides input for the development of Standard Operating Procedures (SOPs) to be used by HRO staff and customers. Leads periodic formal training designed to inform users of current and future changes.
Monitors progress of training until competence is developed within HRO functional areas.
Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents.
Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS.
Compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions. Monitors and controls HRIS access.
Performs user account management services by identifying users to be added/deleted/modified. Controls groups by assignments and reviews system privileges to ensure confidentiality.
Provides customer service for HRIS helpdesk tickets, requests for information and/or assistance. Performs other duties as assigned.

Works to resolve complex issues that arise which impact multiple functional areas within the HRO.
Plans, organizes, manages, and performs duties necessary to accomplish information systems management functions in support of HR programs essential to state Army/Air National Guard operations, training, and readiness missions.
Provides technical support services to system users in the field. Develops and interprets policy for HRO functional areas as it relates to HR information systems and applications.
Develops impact statements and recommends changes as deemed necessary which may be adopted as internal policy.
Provides advice to HRO staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to new or existing systems.
Assists with technical, functional, and communications problems of HR applications.
Develops local policies/Standard Operating Procedures (SOPs) to implement changes or new programs to improve civilian personnel management operations.
Develops state unique quality control (QC) program queries to ensure OPM/DoD standardization is met. Works with HRO functional areas to identify and correct invalid data.
Analyzes quality control queries, personnel/payroll data reconciliation, rejected actions and reports to determine trends, problem areas and recommends modifications.
Follows up to ensure corrective action is accomplished. Manages access for all HR information systems including accountability, verification, and validation of resources.
Performs user account management services by identifying user additions, modifications, deletions, group assignments, and system privileges.
Coordinates with appropriate personnel on resolving firewall/server issues too difficult to resolve by the specialist. Resolves printer and client-server issues.
May have limited leader responsibilities. Distributes and balances workload among Information System employees. Gives on-the-job training to lower-graded employees.
May approve emergency leave for assigned employees in extenuating circumstances. Provides input into annual performance appraisals.
Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees.
Provides input to the supervisor concerning selections, promotions, reassignments, and recognition of outstanding performance. Performs other duties as assigned.
