The Department of Transportation and Capital Infrastructure (DTCI) implements the Board of Supervisors' vision and direction on transportation and facility projects. Specifically, DTCI oversees planning, project development, utility relocation, construction, traffic engineering, transportation planning, space planning and facility renovation. DTCI currently includes more than 96 staff members to meet the demands of our growing county, many of whom perform design, construction management, project management and administrative work. The department also includes budgeting, accounting, planning, transportation studies, special projects and communications staff whose contributions are essential to successful project development, management and completion.
Requirements
The Department of Transportation and Capital Infrastructure (DTCI) is seeking an experienced and highly motivated HR Program Manager II to support, enhance, and lead key Human Resources (HR) functions within our department. This position reports to the Assistant Director, Administration & Policy in DTCI and is a senior-level professional position that operates under limited supervision and provides direct leadership to a team responsible for delivering complex HR services. The HR Program Manager II serves as the first-level supervisory role within DTCI and acts as a subject matter expert (SME) for County-wide HR programs, policies, and operational requirements.
Responsibilities

Supervises, trains, and evaluates HR & Administrative team members, ensuring accurate and timely completion of work tasks.
-Provides coaching, mentoring, and performance feedback; completes performance appraisals in accordance with County procedures.-Will develop and implement Employee professional development, mentoring, and succession planning programs and processes within DTCI.
-Monitors’ workload distribution identifies staffing needs or challenges and elevates concerns appropriately.
-Supports professional development and fosters a collaborative HR service environment.
-Serves as the SME for assigned HR programmatic areas such as employee relations, classification/compensation, workforce programs, or risk mitigation initiatives.
-Interprets HR policies and procedures for employees, supervisors, and department leadership.
-Advises on HR best practices, applicable federal/state/local employment laws, and internal HR standards.
-Manages DTCI HR & service-related contracts and vendor relationships to ensure quality service delivery and compliance.
-Identifies HR risks and develops recommendations to mitigate them in partnership with DHR leadership.
-Ensures County-wide and department-level compliance with HR procedures and internal policies.
-Supports DTCI performance management systems, documentation requirements, and compliance expectations.
-Collaborates closely with other HR divisions—including Benefits, Employee Relations, and Payroll—to provide integrated HR support.

Qualifications
Bachelor's degree in Human Resources, Business Administration, Organizational Development, or related field; five (5) years or related work experience, including one (1) year of lead/supervisory level experience; or equivalent combination of education and experience.Preferred Qualifications-Experience interpreting employment laws and managing HR policies, programs, and service delivery operations. Ability to analyze complex HR issues and provide practical and compliant solutions.-Strong leadership, supervisory, and team development skills.-Excellent communication, relationship-building, and consultative advising skills. Strong organizational skills with the ability to manage multiple projects and priorities.-Professional HR certification (SHRM-CP/SCP, HRCI PHR/SPHR, or IPMA-SCP).-Experience in public-sector HR or large, complex organizations.
