Full Job Description

This position is part of the Office of Chief Human Capital Officer, Department of Energy.

As a Human Resources Specialist, you will be responsible for providing direct human resources services to the Office of Corporate Executive Management (OCEM).

You will manage all operational human capital programs related to the recruiting and staffing of Senior Executive Service (SES), Senior Level (Senior Level and Scientific and Professional), Excepted Service and political appointees.

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.

Specialized experience for this position is defined as meeting 2 of the 3 of the following: Applying federal human resources laws, regulations and policies to advise management on a variety of human capital issues such as staffing, recruitment, pay or classification issues.

Carrying out human resources plans and solutions to address workforce planning, staffing, talent or acquisition needs.

Collaborating with executive level management to complete reporting and tracking requirements of hiring actions.

GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service.

Specialized experience for this position is defined as meeting 2 of the 3 of the following: Providing expert level consulting and advisory services to management regarding staffing, executive recruitment, pay or classification issues to resolve problems.

Developing plans and policies to address compliance and further human resources programs.

Leading a variety of projects or working groups to resolve human resources issues that could impact an organization. Limit your resume to no more than two (2) pages.

At the full performance level Human Resources Specialist, GS-0201-14, you will: Act as a technical subject matter expert on operational human capital programs focused on recruitment and staffing for Senior Executive Service (SES), Senior Professional, Excepted Service, consultants and political appointees.

Analyze executive level resource policy to provide guidance to management and employees to resolve issues.

Act as lead on a variety of working groups pertaining to executive level human resources issues to provide guidance to staff members.

Utilize HRIT tools and software to process and manage personnel actions from initiation to completion to ensure work is accomplished for the Department.

Engage with senior Department officials to carry-out executive consultative services. Track and report deliverables for high-visibility OCEM and CHCO executive recruitment actions and initiatives.
