Job Description

Summary

This job involves advising on labor policies and compensation for foreign workers in the Navy's Europe, Africa, and Central region, based in Italy, by researching laws, negotiating with governments and unions, and guiding leadership on personnel issues.

Full Job Description

You will serve as a Foreign Labor Country Manager for the Foreign Labor Program in the Department of Navy, Europe, Africa, and Central (EURAFCENT) Region, located in Capodichino, Italy Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Researching and interpreting Labor Relation and Compensation policy to advise leadership on organizational impact and negotiation proceedings.

To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Major Duties:

  • You will serve as an advisor on foreign labor policies, laws and regulations and provide authoritative interpretation and guidance on labor relation and compensation policy.
  • You will interpret international agreements, DoD directives and past precedents to provide guidance on the impact of reorganizations, downsizing initiatives, work transfers and labor cost sharing support.
  • You will research and prepares studies, analyses and correspondence pertaining to the establishment of applicable compensation issues, pay-plans, and wage schedules with host county government officials, union representatives, and USF authorities.
  • You will prepare and coordinate Navy instructions upon publication of new laws affecting personnel management and administration by host nation governments.
  • You will independently respond to inquiries concerning all aspects of Foreign National compensation and local National labor relations.
  • You will propose, develop and participate in studies involving classification/compensation and other Foreign National Human Resources Program areas.
