Summary

This job involves developing and managing pay policies, analyzing compensation data, and resolving pay issues for employees in the U.S.

Full Job Description

This position is in the Bureau of Human Resources, Office of Organization and Talent Analytics, Classification and Compensation Policy Division, Compensation Policy Team (HR/OTA/CCP) which develops and implements compensation policies, programs, and guidance for U.S.

direct hire employees and administers the Department's employee pay claims program.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 level: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience analyzing and applying federal compensation policies to resolve pay‐related issues and contributing recommendations for updates to current compensation policies or procedures.

Experience collecting and analyzing data on compensation or HR program effectiveness. Experience advising on compensation-related issues (i.e.

pay administration, premium pay, incentives or differentials, and/or other pay/employment related issues). There is no substitute of education for specialized experience for the GS-12 position.

Applicants applying at the GS-13 level: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience analyzing federal compensation developments (i.e.

legislation, regulatory changes, court decisions, etc.) for impact on agency-level compensation policy.

Experience interpreting compensation policy and precedent to recommend resolution on compensation matters.

Experience conducting surveys to evaluate compensation program effectiveness and to develop recommendations for improvement.

There is no substitute of education for specialized experience for the GS-13 position. Major Duties:

  • Conducts comprehensive analyses of Foreign Service compensation, regulations, policies complex compensation decisions and precedents and Foreign Service ranks, as well as a range of pay authorities.
  • Analyzes, interprets, and administers Civil Service compensation regulations, policies, and practices, and exercises OPM delegated authority to collaborate in the development of policies on the GS pay system for overseas compensation.
  • Uses qualitative/quantitative analytical methods to research and evaluate moderately complex Civil Service (CS) and Foreign Service (FS) compensation program issues to develop short- and long-range compensation solutions.
  • Conducts compensation studies to make quality improvements to compensation program strategic initiatives such as special differential, recruitment and retention incentive, and pay cap waiver program as well as recognition and award initiatives.
  • Conducts studies on ways to evaluate and improve business processes and automated systems related to compensation programs and projects.
  • At the GS-13 level, the incumbent performs the same duties as outlined above; however, the scope and complexity of assignments are increased, and the incumbent receives less supervision than the GS-12.
