You will be responsible for providing expert advisory services on position classification and job evaluation for General Schedule (GS), Senior Executive Service, and FWS positions.
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level.
(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0201-13 level, if you fulfill the following qualifications: 1) Applying the full range of position classification and position management principles, concepts, practices, and techniques; 2) Applying classification standards to evaluate position descriptions; 3) Provide guidance on position management and organizational structure; and 4) Develop and present training on classification and position management.

As a Human Resources Specialist (Classification) at the GS-0201-13 level, some of your typical work assignments may include: - Assists with the development of classification and position management guidelines.
Advises management on how to establish organizational structures that are efficient, cost effective, support desired grade levels and facilitate career development.
- Provides assistance to employees with classification appeals; reviewing and providing recommendations on proposed reorganizations.
Evaluates and analyzes a variety of complex classification and position management problems/issues.
Resolves the problems/issues to promote the quality, effectiveness, and efficiency of the USMS classification and position management program.
- Prepares replies and assembles classification documents in response to requests from USMS Office of General Counsel, USMS District offices; Office of Equal Employment Opportunity, etc.
- Must be skillful in approaching contacts in order to obtain the desired effect; i.e. gaining compliance with established policies and regulations by persuasion or negotiation.
-Conducts complex classification reviews, develops and audit positions descriptions, ensures compliance with OPM classification standards, and advises management on organizational design, position management, and workforce structure to support USMS mission requirements.
