GS-7 The primary purpose of this position is to serve, in a developmental capacity, as a Human Resources Specialist, GS-0201-09.

Incumbent will receive more detailed guidance and closer supervision while performing the duties of the GS-0201-07.

Summary Continued in Duties In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: GS-7 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems.

Examples of specialized experience include knowledge of the basic principles, concepts, and methodology used in Human Resources.

Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.

OR EDUCATION: Successfully completed 1 full year of graduate level education or superior academic achievement which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

GS-9 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems.

Examples of specialized experience include Knowledge and understanding of the complete range of PCS travel and transportation entitlements to inform and advise civilian employees with widely varying individual circumstances of the entitlements for which they are eligible.

Knowledge of effective interviewing and analytical techniques to gather necessary information from employees and apply JTR and DSSR entitlement requirements.

Knowledge of a wide variety of procedures for preparation of travel orders, overseas return travel, Renewal Travel Agreements, position obligation, medical examination, and passport documentation.

OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.

in a field in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Have less than the full amount of specialized experience described above; however, have more than one year of progressively higher level graduate education as described above.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-7 Knowledge of basic principles, concepts, and practices of Human Resources Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Human Resources Skill in communicating factual and procedural information clearly, orally and in writing Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions Ability to plan and organize work, and consult effectively with co-workers GS-9 Knowledge of travel and transportation entitlements covered in the JTR and the DSSR Knowledge of procedures for preparing and publishing travel orders; Knowledge of civilian personnel principles and processes Ability to research, analyze, interpret, and apply rules, regulations, and procedures Ability to communicate effectively, both orally and in writing Knowledge of and the ability to apply laws, executive orders, regulations, policies, and concepts pertaining to processing civilian PCS orders Knowledge of automated civilian personnel data systems and office automation applications PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

Duties Provides expert information and guidance to customers in response to inquiries or issues regarding travel and transportation entitlements for civilian PCS moves Prepares and publishes civilian PCS travel orders and amendments Participates in special initiatives, studies and projects Prepares written correspondence and other documents
