The primary purpose of this position is to serve as administrator and technical expert for Military Personnel Flight's (MPF) and automated personnel data systems support administering Personnel Systems Management (PSM) activities including systems analysis, design, programming, equipment operation and maintenance.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, such as Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service.
Specialized experience must demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR EDUCATION: Successfully completed a 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-5 and GS-11.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.
Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
1. Aids in account creation, administration, role-based account creation, maintenance and audit processes for all users serviced by the Military Personnel Section (MPS). 2.
Assists in the scheduling, installation, and testing of system releases and upgrades to Troubleshoot HR systems, reviews notifications, verifies issues at workstations or walks user through troubleshooting steps as required.
3. Manages the daily file maintenance through periodic review of transaction registers and ensure products are adequate and produced as required to determine trends. 4.
Plans/provides customer assistance/training and assists in providing instructions to functional area users on personnel systems and automated and non-automated personnel processes. 5.
Represents the organization with a variety of installation and functional area organizations to establish, develop, and maintain effective working relationships, while meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.
