This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer. Washington D.C. is among the possible duty locations for this position.
The Washington, D.C. office is anticipated to relocate to Alexandria, Virginia. Applicants selected for the Washington, D.C. duty location may be required to report to the Washington, D.C.
office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes: Providing technical advisory services for complex reasonable accommodation (RA) and hardship requests by analyzing medical documentation, facilitating the interactive process for difficult cases, and making recommendations based on federal law and departmental guidance; AND Developing and proposing substantive improvements to modernize reasonable accommodation and hardship processes, such as drafting new internal procedures, designing tracking tools, or identifying methods to reduce case processing backlogs; AND Reviewing and assessing accommodation case files for technical accuracy and regulatory compliance to ensure that all documentation meets federal laws and departmental policies and requirements to support the agency's final determination.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks.

This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (HCS).
HCS provides essential workforce support and operational HR solutions through the following Department-wide functions: Strategic and Operational Classification, Recruitment, and Staffing services; Payroll, Benefits, and Retirement services; Career/Life balance programs such as Employee Health & Wellness and Reasonable Accommodations; and Personnel Security Services.
As a Human Resources Specialist, you will: Serve as the senior technical authority for the Department's Reasonable Accommodation and Hardship Programs, providing expert interpretation of governing statutes, OPM regulations, EEOC requirements, case law, and HUD policy.
Provide strategic leadership in the design, development, and execution of the Department's enterprise approach to reasonable accommodation and hardship processes.
Serve as principal advisor and senior consultant to OCHCO executives, senior management officials, General Counsel, union representatives, IT partners, and program offices on complex accommodation and hardship matters, litigation risk, and workforce implications.
Serve as Acting Branch Chief as required, exercising full managerial responsibility for branch operations, resource planning, workforce management decisions, and program direction.
Direct enterprise communications, outreach, and training strategies for the Reasonable Accommodation and Hardship Programs.
