Job Description

Summary

This job is for an HR specialist in the U.S.

Department of Justice's office in Buffalo, New York, where you'll help manage hiring, employee performance, benefits, and other personnel matters for government attorneys and staff.

It involves giving advice to leaders on staffing needs and handling complex tasks like creating job postings and evaluating candidates.

GS-12: To be eligible at the GS-12 level, you must meet the following conditions, as defined below: Specialized Experience. There is no substitution of education for experience at this level.

Specialized Experience: One full year of full-time specialized experience equivalent to the GS-11 level in Federal service.

Specialized Experience is defined as providing effective HR services and strategic advice and assistance to management to identify their recruitment and staffing needs; performs complex position analysis to determine position requirements and utilizes most efficient techniques to fill vacancies; creates vacancy announcements in an automated recruitment system for a variety of positions; experience using delegated examining procedures to evaluate and refer qualified candidates for positions to include adjudicating veterans preference; applying analytical and problem solving methods and techniques; presenting findings or recommendations using effective communication skills, both orally and writing; providing comprehensive management advisory and technical services in the areas of position classification, employee relations and performance management, employee benefits and human resources development.

Interagency Career Transition Assistance Plan (ICTAP): The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.

If selected for this position, you will join a well-respected team in the Administrative Division that is responsible for providing a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits and human resources development.

Typical work assignments will include: Determining recruitment strategies and posting job announcements Performing position analysis to determine organizational requirements Reviewing applications and applying qualification standards Providing advice and assistance on performance management Providing advice on basic pay, premium pay and leave administration laws and regulations Providing assistance in the administration of benefits programs Responsibilities will increase and assignments will become more complex as your training and experience progress.
