This job is for a Human Resources Specialist in the U.S.
Attorney's Office in San Diego, where you'll help manage employee hiring, performance reviews, benefits, and training for federal prosecutors and staff.
It involves giving advice to managers on tough HR issues and ensuring the office runs smoothly with the right people in place.
A good fit would be someone with several years of HR experience in government or similar settings, who enjoys solving people-related problems and staying up-to-date on federal rules.
The United States Attorney's Office for the Southern District of California's mission is to investigate, prosecute and deter violations of federal statutes, enforce and represent the interests of the United States in civil litigation, uphold civil, constitutional and victims' rights, and foster partnerships with other federal, state and local government agencies and community groups.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: To qualify at the GS-12 level, you must possess: Specialized Experience: At least one year of specialized experience equivalent to the GS-11 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below: Providing technical advice and assistance in at least two or more of the following areas of human resources: recruitment and placement, position classification, employee relations, performance management, employee benefits, and/or human resource development; Serving as a senior consultant to management on personnel management matters to resolve controversial, complex, and very difficult types of human resources problem cases; Coordinating and/or preparing responses to external program review findings and recommendations regarding sensitive human resources issues; Reviewing and/or interpreting new human resources standards and guidelines to determine organizational procedure updates.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.

If selected for this position, you will join a well-respected team that is responsible for providing Human Resources Specialist support in the U.S.
Attorney's Office, Southern District of California, located in San Diego, California, focusing in the areas of recruitment and placement, position classification, employee relations and performance management, employee benefits, labor relations, and human resources development.
Typical work assignments will include: Provides management with a wide range of flexible and innovative strategies in administering staffing and placement activities for the district.
Provides a full range of classification and position management services for the district.
Provides advice and assistance on the processes and procedures of performance management systems, the incentive awards and beneficial suggestion programs, and/or other productivity measurement and improvement programs.
Provides assistance to employees, managers and beneficiaries in the administration of Federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs.
Plans, develops, and administers programs to train and develop district employees. Provides advice on basic pay, premium pay and leave administration laws and regulations.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
