About the Position: This position is located at the Defense Health Agency, Network 4 office in San Antonio, TX. A recruitment or relocation incentive may be authorized.

Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized. Non-Federal work experience may be creditable for leave purposes.

Specialized Experience: One year of specialized experience which includes: 1) ensuring compliance with governing federal and/or agency regulations and guidance, such as Defense Health Agency policies or Federal Regulations; 2) processing human resource actions, such as initiating recruitment actions, requesting pay determinations, etc.; AND 3) advising on human resources processes related to medical facilities or medical organizations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Provide authoritative interpretation and instructions on laws, regulations, policies, and procedures.
  • Determine deficiencies to recommend improvement of personnel practices.
  • Develop plans to achieve consistency, innovation, and standardization through the assigned healthcare network.
  • Prepare reports for leadership to explain operational analyses.
  • Assist in developing policies for implementation in the healthcare network.
  • Analyze new, proposed, or recent legislation(s) that affect the organization.
  • Execute non-routine pay determinations, such as initiating Physical and Dentist Pay determinations or advising on unique pay plans or payroll policies.
