About the Position: This position serves as a Human Resources Specialist for the Joint Activities located in Fort Bragg, North Carolina.

Specialized Experience GS-11: One year of specialized experience experience providing assistance on a wide range of Civilian Human Resources functional specialties, to include policy development, customer service, strategic planning, awards, incentives, compensation, and customer support; apply regulations, principles, practices, and procedures to resolve complex interrelated HR problems and issues; assist in gathering proposals for improving the effectiveness and efficiency of HR programs.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience GS-12: One year of specialized experience providing technical assistance on a wide range of Civilian Human Resources functional specialties, to include policy development, strategic planning, compensation, performance management, incentives, employee benefits, awards, inspections and audits, and customer support; recommend HR principle solutions for potential operational shortfalls and issues; present research results and recommendations to improve the overall efficiency and quality of civilian human resources services.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Serve as a HR advisor/principal assistance on a full range of civilian HR personnel matters/functions, performance management, civilian awards and a variety of administrative duties and responsibilities.
  • Provide seasoned advisory services involving the full range of Civilian Human Resources Management (CHRM) functional specialties.
  • Advise management on complex HR tasks to include Foreign Travel Entitlements, Permanent Change of Station, Leave and Overtime, Incentives, and other pay related items.
  • Research and interpret policies, regulations, laws, and manpower documents.
  • Conduct analysis of issues and problems concerning internal missions, functions, organizational alignments, and manpower resource programming.
  • Attend meetings with or without managers and supervisors to serve as a Civilian Human Resource expert in all areas of civilian human resource requirements.
  • Prepare and conduct briefings/training at all echelons of the organization.
  • Performs liaison functions HQDA, CHRA, DoD, OPM, HR Serving Centers, SOCOM Headquarters and its subordinated organizations.
  • Provide customer service support to the organization on all aspects of human resources.
