Job Description

Summary

This role involves leading the human resources team for a state department focused on behavioral health and developmental disabilities, overseeing everything from hiring and training to employee relations and benefits.

  • Strong leadership, communication, and interpersonal skills
  • Ability to analyze needs and resources, recommend solutions, and communicate effectively
  • Ability to exercise sound judgment, discretion, and provide strategic advice to executive leadership
  • Knowledge of workplace investigation techniques and ability to use HR analytics tools for data-based decisions

Full Job Description

  • Serves as the Chief Human Resources Officer and is a key member of BHDD’s executive leadership team.
  • Directs a comprehensive human resources program by effectively managing functional areas including, but not limited to, recruiting and employment, training and development, classification and compensation, employee relations, workforce planning, organizational development, EEO/Affirmative Action, benefits, workers’ compensation, leave and attendance and payroll.
  • Plans, administers and formulates human resources management policy.
  • Monitors and maintains an organizational structure and staffing levels to accomplish agency goals.
  • Manages human resources division staff.
  • Creates and manages the budget, staffing and strategic plan for the human resources division to support the mission and strategic plan goals of BHDD.
  • Direct or oversee employee conduct investigations.

Requirements

  • A master’s degree in Human Resources, Business Administration, Public Administration, or a related field, or a Juris Doctor and five (5) years of work experience in an executive human resources position or similar.
  • Equivalent experience may be substituted for educational requirement.
