Job Duties:
The Human Resource Liaison provides personnel and administrative support for the county office. It helps with hiring, on-boarding, employee changes, and record keeping.
The role serves as a link between the county and the state HR office and advises staff on benefits, leave and policies.
It also handles recruitment tasks, tracks time and leave, prepares reports, and supports the County Director with calls, visitors, and general office duties.
Maintains personnel records and provide personnel services as needed. Acts as a liaison between county and state OHR management.
Assists in processing of new hires, terminations, resignations, dismissal, promotions, salary justifications, supervisor changes, Internships, name changes, outside employment, open enrollment, etc.
Briefs and counsel's employees regarding benefits, leave, FMLA, PPL, Workers Comp, etc. Prepare personnel action form for employee pay actions.
Advises supervisors/employees on all matters related to personnel policies and procedures.
Participates in recruitment efforts. Assists in ascertaining departments' employment needs. Contact for public in regard to employment.
Prepares vacancy requests in OnBase, schedule interviews as requested; distribute referral lists and applications. Assists managers with hiring activity.
On boards new hires/interns with new hire documents, new hire orientation, issuing profile user access and desk keys.
Administer/sends weekly missing time reports to staff. Clears out missing time on a weekly basis. Enters/adjust time in SCEIS for all staff.
Compiles weekly report for County Director to be sent to state office.
Manages/updates the EPMS excel report for exiting employees/new hires/transfers; Send EPMS reminders to supervisors & upload into OnBase. Updates/sends monthly compensatory time report.
Maintains vacancy reports, supervisor rosters, and position description for all employees.
