These home-based (remote) positions are open to Washington residents and those residing on the ID/WA and OR/WA borders.


The Opportunity

The Washington State Department of Health’s Office of People Services is hiring two Human Resource Consultant 2 (HRC 2) professionals for six-month, non-permanent assignments supporting critical workforce transition work.


In this role, you will help coordinate and support workforce transition processes that require careful attention to personnel rules, documentation, and employee communication.

Working closely with HR leadership and teams across HR Operations, you’ll help ensure these processes are carried out with accuracy, consistency, and respect for employees.


This position is ideal for someone who enjoys detailed HR work, thrives in a structured environment, and values accuracy, organization, and confidentiality while supporting employees and leaders through important organizational transitions. Key responsibilities include:


Layoff Coordination & Assessment Support

  • Prepare layoff assessment documentation used to determine potential layoff options for employees.
  • Review position descriptions and identify required qualifications needed for assessment analysis.
  • Coordinate assessment assignments and track progress to ensure deadlines are met.
  • Compile and organize documentation needed for layoff reviews, including resumes, application materials, and position descriptions.
  • Collaborate with Talent Acquisition and Classification & Compensation teams to retrieve personnel records and position documentation when needed.


Qualification Reviews & Analysis

  • Review employee resumes and application profiles to determine whether individuals meet required qualifications for potential positions.
  • Provide clear written explanations outlining how employees do or do not meet required qualifications.


HR Communication & Documentation

  • Draft professional HR correspondence related to layoff processes, including:
    • At-risk notices
    • Layoff option letters
    • Layoff separation and confirmation letters
    • Advance leadership notifications and employee communications
  • Prepare summary reports for agency leadership outlining the results and impacts of layoff assessment waves.


Records & Data Management

  • Maintain and organize confidential layoff records across shared HR drives and collaboration platforms.
  • Ensure personnel documentation is properly stored, accessible, and compliant with records management requirements.
  • Monitor and manage the layoff inbox, tracking employee responses, documentation submissions, and correspondence requiring HR leadership review.


HR Operations Support

  • Assist with additional HR administrative work as needed, including drafting employee appointment and personnel letters.
  • Support personnel processing activities and data entry in the state’s Human Resource Management System (HRMS).
  • Provide general support to the HR Operations team during high-volume personnel actions.

Required Qualifications

  • One (1) year of experience in a Human Resources (HR) office interpreting, explaining, and applying HR rules, policies, and Collective Bargaining Agreements
  • Two (2) years of experience performing clerical or administrative duties in an office setting, including drafting letters and email correspondence and responding to customer inquiries.
  • Proficiency using word processing and spreadsheet software, such as Microsoft Word and Microsoft Excel, to draft correspondence, format documents, and track or organize information.
  • Written communication skills, including the ability to draft clear and accurate HR correspondence and document qualification determinations.

Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.

  • Experience applying HR rules, policies, and Collective Bargaining Agreements specifically within Washington State government or a unionized environment.
  • Experience processing personnel or payroll actions in the State of Washington’s Human Resource Management System (HRMS) or other HR information systems.
  • Knowledge of Layoff and Recall rules within WAC 357, and WFSE and SEIU collective bargaining agreements.
  • Experience organizing or maintaining confidential personnel records in a shared electronic system.
  • Experience reviewing resumes and application materials to determine whether individuals meet position qualifications.
  • Experience supporting layoffs, employee transitions, or other complex personnel actions in a public sector or unionized environment.

Working Conditions:

The following describes the working conditions of the positions, with or without reasonable accommodation.


  • Work Setting: Work is performed almost exclusively indoors in a DOH or home-based office environment. Exposure to hazards is limited to those commonly found in government office environments.
  • Schedule: Standard business hours are Monday – Friday from 8 a.m. to 5 p.m. A flexible and/or compressed work schedule will be considered at the incumbent’s request, subject to supervisory approval.
  • Travel Requirements: Infrequent travel may be assigned to the employee, as needed. When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; or provide alternate transportation while on state business.
