The Department of Public Health (DPH) is seeking individuals who strongly believe that communication is key to success, have outstanding customer service skills, and a keen attention to detail for Special Duty opportunities as Human Resource Associates.
This Special Duty Assignment (SDA) or Term Limited Temporary Assignment (TLT) will give the successful applicant(s) a unique opportunity to gain hands-on Human Resource (HR) experience, and develop valuable skills in a supportive, fast-paced environment.

These assignment(s) are anticipated to last approximately five (5) months with possibility of extension based on business and operational need.

Position Summary
As an HR Associate, you will be a key member of the Employment & Hiring Team and will provide administrative support for Public Health’s recruitment and onboarding efforts, while also assisting in the creation of documents.
In this assignment there will be the opportunity to organize and deploy key elements of high-volume selection processes to screen, evaluate, and hire 250 or more employees annually.
This role will also organize, prioritize, coordinate, and respond to a variety of inquiries in support of special projects, research, information and data requests.
These positions will report to the HR Supervisor who oversees the day-to-day functions of the Employment & Hiring Team.

The Human Resources Section falls under the Office of the Director (ODIR) and is responsible for Employment and Leaves; Leadership Development and Employee Engagement; and Employee and Labor Relations.
Public Health – Seattle & King County

Work Schedule
The typical work week is Monday through Friday, 8:00am – 5:00pm; 40 hours per week. This position is designated as hourly/non-exempt under the regulations of the Fair Labor Standards Act (FLSA), which means it is overtime-eligible. You must receive prior approval from your supervisor before working any necessary overtime hours to meet your position responsibilities. Our employees are paid on a bi-weekly schedule, every other Thursday.
Work Location
This position is based out of the Chinook Building located at 401 Fifth Avenue, Suite 1000, Seattle, WA 98104 but work is performed in a hybrid environment.
The HR team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Travel to other work locations, campuses, and community events may be necessary.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely.
The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Requirements
- Provide administrative support for full-cycle recruitment, selection, and onboarding processes.
- Serve as the primary point of contact for candidates, ensuring seamless coordination with Recruiters and the department, while delivering exceptional customer service.
- Engage with candidate and staff, both in-person and remotely.
- Schedule and oversee candidate assessments and interviews.
- Manage HR-related documents, ensuring accuracy in tracking and filing both electronically and in paper format.
- Initiate and process pre-employment contingencies to include employment references, criminal background checks, and pre-employment physicals.
- Oversee the documentation and completion of hiring procedures for new hires within Public Health.
- Utilize PeopleSoft, NEOGOV, Word, Excel, and SharePoint to monitor recruitment efforts, draft correspondence, and compile reports.
- Use Microsoft Outlook and Teams to organize meetings and manage responses from team members.
- Uphold strict confidentiality regarding Human Resource matters, including employment decisions and disciplinary actions.
- Ensure adherence to employment standards and legal requirements including Federal, State, and local laws, as well as relevant County policies.
- Contribute to the Employment & Hiring Team’s continuous process improvement efforts, including documenting processes, providing support in meetings, and following up as requested.
- Represent and promote Public Health at events, advocating for the organization as a premier employer.
- Crosstrain and back up other team members in the coordination and facilitation of monthly new employee orientation.
- Other duties as assigned.
Qualifications
Our ideal candidate will demonstrate the following (Minimum Qualifications):Have experience providing high-volume, increasingly responsible human resources or administrative support OR any combination of education and experience necessary to perform the scope of job duties.
Experience working on multiple tasks/projects staying organized and meeting specified deadlines.
Experience effectively problem-solving and applying good judgement and initiative.
Ability to maintain confidentiality and use discretion when handling sensitive information.
Experience applying excellent customer service skills both orally and in writing, including providing professional and courteous service.
Demonstrated experience establishing and maintaining effective working relationships with a diverse group.
Experience reviewing and compiling data, developing reports, and creating charts and diagrams.
Experience effectively creating, proofreading, editing, and formatting documents according to standard business writing practices.
Experience using Microsoft Word, Excel, Outlook, SharePoint, Teams, and electronic document signing software such as Adobe Pro.

Experience using Laserfiche or other electronic employee record software systems.
Experience supporting unionized employees (or experience in a unionized environment).
Experience providing administrative support for public sector recruitment teams, especially in high-volume recruitment environment.
