THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Airlift Wing, Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG.
Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection.
GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.
Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of a wide range of military human resource concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive advisory and technical services on substantive organizational functions and work practices.
Knowledge and understanding of complex organizational structures with military and full-time organizational alignment.
Ability to interpret and analyze state laws and rules with respect to military personnel management to include appointment, separation, retirement and discharge.
Ability to prepare and analyze qualitative and quantitative measures for officer and enlisted personnel management; sufficient to develop computer-based models for projecting officer and enlisted gains, losses and other attrition for such programs as diversity, selective retention, and statewide strength projections.
Knowledge and extensive understanding of military personnel evaluation systems and the ability to provide guidance to senior level commanders and managers.
Ability to develop analytical tools to track and monitor officer performance reports.
Ability to communicate, both orally and in writing, in regard to complex personnel management policies that determine the career management of ANG officer and enlisted personnel.
Ability to develop and disseminate personnel management programs which impact and affect several different wings with different missions and aircraft.
Ability to independently research and evaluate retention and turnover rates within a wide range of military personnel career fields.

Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

JOB SUMMARY: The purpose of this position is to provide staff assistance, guidance, and direction concerning ANG personnel, administration, training, recruiting, retention, incentive, and budgetary matters to the Administrative Officer, the Adjutant General, the Assistant Adjutant General (Air), state ANG staff and state ANG units, and to provide supervisory guidance to assigned State ANG Headquarters personnel.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.
Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard.

The major duties include, but are not limited to: Provides state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training.
Coordinates a statewide incentive program, and serves as the focal point for all matters pertaining to the program.
Responsible for the management of the State ANG Retention Program for enlisted and officer personnel.
Serves as principal assistant to the Administrative Officer and in his/her absence ensures continuity of operations. Manages the state Officer Effectiveness Report Program.
