The primary purpose of this position is to: Serve as a Human Resources Specialist (Military) responsible for military promotions, selections, and special programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.
SPECIALIZED EXPERIENCE AS A GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience include: Knowledge of, and skill in applying, the principles, practices, and procedures involved in administering a military officer/enlisted promotions program sufficient to: advised on eligibility and submitting packages; retrieve reports and process actions; compile statistics and analyze trends of promotions or other military programs; and serve as a technical resource to managers and costumers.
OR EDUCATION: Must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Knowledge of, and skill in applying, practices and procedures involved in reviewing, analyzing, evaluating, and synthesizing officer/enlisted promotions and other military programs sufficient to: serve as a technical expert in the interpretation of military AF personnel guidance and polices related to officer/enlisted promotions for regular duty, guard, and reserve AF components.
OR EDUCATION: Applicants have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of military personnel regulations, practices and policies.
Knowledge of Military Personnel Data Systems ( Mil PDS) and data processing functions, techniques and capabilities, and requirements. 2.
Knowledge of the organizational and functional responsibilities and operations of the employing organization. 3.
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of pro- gram effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
Skill in preparing reports and/or briefing material. 4.
Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
5. Ability to establish effective working relationships and to communicate well with others. orally and in writing, including preparing and conducting formal and informal briefings. 6.
Ability to effectively plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
