The Opportunity

WSDOT is currently seeking to fill five Performance Measure Specialist positions.

These positions will report to the WSDOT Maintenance Division and assist with the Maintenance Accountability Process (MAP), which measures and communicates performance outcomes of maintenance activities.

This will allow consistency and accurate data to help support Maintenance through the communication of the Maintenance Accountability Process.

The Performance Measure Specialists will conduct field site surveys, evaluations, and assessments and analyze conditions of assets within the state right of way to deliver a statewide level of service for Maintenance.

These positions are responsible for validating compliance with existing Maintenance policies and ensuring regional accountability of the program delivery through the MAP.

These positions require extensive travel statewide but also allow for telework opportunities during the 6-month project duration.


What to Expect

Among the varied range of responsibilities held within this role, the Performance Measure Specialists will:

  • Travel statewide and conduct MAP field surveys, collecting data for asset conditions on roadway and roadside assets.
  • Analyze data and conduct quality assurance on data collected individually and for other team members.
  • Prepare reports and give presentations to headquarters program managers.
  • Develop and assist with the collection and validation of asset data inventories.
  • Research potential solutions related to enhancing operational activities for the maintenance program and provide appropriate recommendations to leadership.


Qualifications

To be considered for this opportunity, the following are required:

  • Infrastructure Maintenance Knowledge: Practical knowledge of infrastructure maintenance practices, procedures, and field operations.
  • Business and Technical Communication Tools: Skills to Microsoft Office applications (Outlook, Word, Excel, PowerPoint) to communicate, document, and analyze information proficiently.
  • Initiative and Self-Direction: Demonstrates proactive thinking, accountability, and the ability to work independently.
  • Highway Right-of-Way Safety Compliance: Skills and experience consistently following safety protocols while working on or near active highway right-of-way.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.


In addition to the competencies above, the following are also required:

  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to travel extensively throughout the state to perform assigned duties.
  • Ability to perform prolonged computer-based tasks efficiently and effectively as required by the role.
  • Ability to perform work in remote or austere environments, including walking and navigating slopes, embankments, and highway medians.


It is preferred that qualified candidates also have:

  • Asset Maintenance Leadership and Progression: Demonstrates increasing responsibility and leadership in asset maintenance or related operational roles.
  • HATS Application Proficiency: Skills to use the HATS system effectively, including iPad and desktop workflows, to support maintenance and asset activities.
  • Highway Asset Lifecycle Knowledge: Demonstrated understanding of highway assets, their life cycles, and associated maintenance strategies.
  • Linear Referencing System (LRS) Knowledge: Knowledge of the WSDOT Linear Referencing System and related highway features to support operational accuracy.
  • Roadside and Environmental Management Practices: Experience and/or knowledge of roadside management practices, including pesticide application, plant identification, and environmental considerations.
  • Data Analysis and Interpretation: Ability to apply data analytics skills to interpret, analyze and communicate maintenance or asset-related information.
  • Instructional and Presentation Skills: Demonstrated experience communicating effectively through public speaking, presentations, or group instruction.
  • Geospatial Analysis Capability: Experience using Geographic Information Systems (GIS) to support mapping, analysis, or operational decisions.


Important Notes

  • This recruitment will be used to fill five (5) project positions and may also be used to fill additional positions per business needs.
  • These are project opportunities, expected to last up to six (6) months.
  • These positions offer flexible/hybrid remote work options. The official duty station and/or frequency of telework for this position will be determined based on candidate preference and overall business needs.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
