Full Job Description

Located at Hudson Valley VA HCS, Montrose campus, the Fisher House Program provides temporary accommodations and support for families and Caregivers of Veterans and Active-Duty Military receiving treatment at major military and VA medical facilities.

Fisher House accommodations are provided at no cost to guests and located within walking distance of the treatment facility.

The Housing Manager serves as supervisor of the Fisher House program reporting directly to the facility Deputy Director.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: managing housing operations such as daily facility oversight, budgeting, and coordinating staff and resources.

It involves handling maintenance, financial planning and occupancy assignments.

Experience also includes developing housing policies, working with tenants and management to resolve issues, and ensuring compliance with laws and regulations.

This work requires the ability to solve complex problems, work with multiple stakeholders, and maintain positive tenant relations.

Major Duties:

Major duties include but not limited to: Managerial Responsibilities: The Housing Manager is responsible for the financial, operations and managerial processes involved with the Fisher House program.

Utilizes resources to effectively and efficiently maintain services to achieve VA facility, Fisher House Foundation and VHA program goals.

The Manager Collaborates with Facilities Management, Engineering, Interior Design, and facility leadership to develop and manage long and short-range Fisher House budgets including costs of daily operations, maintenance, and periodic refurbishments.

Reviews and monitors current expenditures of operations and maintenance functions, estimating cost and developing and managing the annual budget to accomplish the operations and functions; manages the control point and tracks utilization of budget; monitoring of a General Post Fund, and develops the budgetary needs of the Fisher House program beyond facility management and where appropriate, works with local not for profit organizations and voluntary service for additional funds.

Collaborates directly with the National Fisher House Program, VA Central Office to request and obligate funds appropriated for Fisher House refurbishment.

Liaison and Communication Responsibilities: Responsible for coordinating Fisher House accommodations for a large complex VA facility that serves as a VISN, regional and national referral center for Veterans traveling for specialty care.

Oversees the day-to-day operations of the Fisher House Program to include creating and maintaining a staffing schedule.

Creating and maintaining an activity calendar; and scheduling transportation for Veterans and families.

Coordinates with the facility Public Affairs Officer for any Fisher House media and public affairs issues.

Conducts management reviews of the Fisher House program to identify problems and initiate corrective actions.

The Housing Manager Serves as a primary medical facility representative and community partner liaison to the community at large regarding Fisher House matters.

Communicates the mission of the Fisher House and its program; conducts Fisher House tours, develops, and conducts training for medical facility staff, volunteers, and DoD liaisons.

The Housing Manager prepares program brochures for community use; writes articles focused on the local Fisher House program for nationally and locally published magazines and newsletters; authors, edits and updates house guides and welcome booklets; develops VA medical facility memorandums and standard operating procedures for the Fisher House program and supporting elements; authors fact sheets for use by local organizations or in support of events; develops and manages electronic consult/referral processes, authors appropriate forms and coordinates with local information management and clinical applications support agencies; and responds to consults in a timely and thorough manner.

Serves as the facility subject matter expert on the Fisher House program and provides community partner education as requested.

The Housing Manager is the primary point of contact for all Fisher House events, VIP visits, and efforts or campaigns coordinated with the Fisher House Foundation to raise awareness of the Fisher House mission.

Accepts all checks and donations and ensures that they are turned in for deposit and that every donation is acknowledged. Maintains appropriate records that support the program.

Customer Service Responsibilities: Maintains communication with all appropriate services to evaluate the quality of support provided by staff and investigates and problem solves any issues identified which impact customer satisfaction.

Demonstrates cultural diversity awareness and sensitivity.

The Housing Manager identifies guest issues, problems, or conditions and seeks alternative solutions based on evaluation of the intent of applicable rules, regulations and procedures.

Supervision: Provides administrative and task supervision to staff, volunteers and contractors assigned to the Fisher House program.

Oversees and ensures contract employee requirements are met according to the guidelines established in the Statement of Work.

Oversees tasks and activities of all Fisher House volunteers and events in support of the Fisher House guests. Performs other duties as assigned.
