This job involves overseeing housing programs for military personnel and their families at a U.S.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Housing Manager, GS-1173-11 position is in the Housing Division/Directorate of Public Works located on Panzer Kaserne, Boeblingen, Germany.

Responsible for the planning, management, administration, coordination and implementation of the housing management programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which (1) Preparing correspondence in draft form in response to inquiries received concerning housing management; (2) Formulating tenant instructions within the framework of installation housing requirements; AND (3) Arranging temporary lodging of visitors or guests in commercial facilities (hotels, motels, etc.).

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Review various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral.
  • Evaluate management of the Rental Partnership Program and Utility Deposit Waiver Program.
  • Make studies and surveys of area ordinances and regulations governing community life and recommends new ordinances, regulations or amendments for improvement of housing administrative policies.
  • Analyze and prepare statistical data for a variety of reports. Assist in Basic Allowance for Housing (BAH) data collection and reports submission.
  • Assist in development of overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects.
  • Maintain/monitor enterprise Military Housing (eMH) database.
  • Evaluate management, maintenance, and operating costs of project finances (to include furniture and appliances), development, and construction.
  • Represent the organization in installation level meetings and/or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends.
  • Serve as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.
