King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.The Housing and Community Development (HCD) Division of DCHS is recruiting for a Quality Management System Coordinator, Project/Program Manager III.
This is an expert-level position that serves as the primary driver for the Health Through Housing (HTH) Quality Management System (QMS).
This role is critical for ensuring program fidelity, service excellence, and continuous improvement across the HTH initiative.
Working independently, the incumbent will lead the execution, maintenance, and enhancement of the established QMS.
This involves leading complex audit work, serving as the lead technical advisor for the Quality Improvement (QI) toolkit, and managing internal data collection and analysis to support system-wide performance evaluation.
This position does not involve program planning but focuses exclusively on the implementation and refinement of the quality management framework to ensure HTH operators meet and exceed established standards of care and performance outlined in the HTH Operator Guide and performance tools.
Requirements To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:Serve as the expert lead for the implementation, management, and continuous improvement of the Health Through Housing (HTH) Quality Management System (QMS).Lead and coordinate all internal and external QMS audits, ensuring HTH operator compliance with the HTH Handbook, operator guides, and contractual performance standards.Develop, refine, and implement audit methodologies, data collection tools, and reporting frameworks to systematically measure program effectiveness, service fidelity, and client outcomes.Function as the lead technical advisor (TA) and mentor for HTH operators and internal staff on the Quality Improvement (QI) toolkit, data collection protocols, and QMS best practices.Manage the comprehensive gathering, validation, and analysis of QMS data, ensuring accuracy and integrity for program evaluation and performance reporting.Write complex analytical and program evaluation reports based on QMS findings, providing data driven recommendations for system-wide improvements, policy revisions, and strategic adjustments.Develop and propose revisions to QMS policies, procedures, and standards in response to audit findings, data analysis, and evolving best practices in supportive housing.Represent the division as the subject matter expert on quality management in inter-agency, interjurisdictional, and stakeholder meetings, presenting complex information clearly and persuasively.Provide leadership to cross-functional project teams focused on quality improvement initiatives, resolving disputes and coordinating review processes to achieve objectives.Conduct investigations into quality-related issues, analyze findings, and draft formal responses and corrective action plans.May assign work and provide performance evaluation information for other staff; serve as a mentor to other staff on quality principles and practices.Perform other duties as assigned.

The HCD team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
The primary onsite location is Chinook, 401 5th Ave, Seattle, WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.King County has a robust collection of tools and resources to support working remotely.
The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
