Summary

This job involves helping veterans, military spouses, and their families find jobs in Iowa by assessing their skills, creating personalized employment plans, and connecting them with training and employers.

Key Requirements

Iowa Workforce Development is seeking applicants for the position of Home Base Iowa Career Planner.


Domicile will be determined based on the hired candidate’s location at one of our IowaWorks location in Sioux City or Council Bluffs, IA.

Your Role as a Home Base Iowa Career Planner

Provide comprehensive career planning and employment services to veterans, their spouses, and eligible family members through the Home Base Iowa (HBI) program.

Responsibilities include promptly responding to referrals; conducting career assessments; developing individualized employment plans; coordinating training and job placement; collaborating with Home Base Iowa communities and CHAMPs partners; supporting SkillBridge participants; and cultivating employer and community partnerships to strengthen veteran employment opportunities statewide.


Core Responsibilities

Veteran, Service Member and Military Spouse Career Services (HBI):

Respond to Home Base Iowa (HBI) referrals within two business days by conducting initial assessments of employment and training interests.

Educate veterans, spouses, and family members on IowaWORKS services, community partners, HBI communities, and state incentives, and ensure all veterans create and maintain an IowaWORKS profile.

Provide comprehensive assessments, develop Individual Employment Plans (IEPs), and deliver counseling, career planning, and short-term pre-vocational services.

Assist with resume development that translates military and transferable skills, coordinate referrals to education, training, registered apprenticeships, and other Workforce Innovation and Opportunity Act (WIOA) programs, and maintain consistent pre- and post-employment contact in accordance with Standard Operating Procedure (SOP).


Veteran and Service Member Recruitment to Iowa:

Market Iowa as the state of choice for veterans, service members, and their families by fully leveraging available tools and resources, including partnerships with other state agencies and contracted military recruitment organizations.

Utilize our role as the third-party administrator of the Department of War (DoW) SkillBridge program to proactively contact service members who apply for opportunities in Iowa.

Respond to SkillBridge applications within two business days to discuss Home Base Iowa and available transition and employment supports.

When a service member elects to receive employment services during their transition from active duty, provide services in accordance with established SOPs.


Outreach and Engagement with HBI Communities and Camps Partners:

Conduct outreach to increase awareness among veterans, service members, spouses, family members, and employers.

Actively engage with Home Base Iowa communities and HBI Certified Hire Academic Military Partners (CHAMPs), including supporting communities and employers in achieving HBI Community designation and CHAMPs certification.

Participate in Home Base Iowa activities and share program information to increase enrollment and employer participation.


Career/Resource Fairs:

Partner with HBI CHAMPs partners, HBI communities, and resource organizations to plan, host, and staff career fairs/resource fairs that connect veterans, current service members and SkillBridge participants with employers, training providers, and supportive services.


Business Services and Entrepreneurship:

Coordinate with Local Veterans’ Employment Representatives, Business Engagement Consultants, and Business Engagement Teams within the assigned coverage area to connect veterans with job opportunities and deliver labor-exchange services that lead to employment, with a strong emphasis on supporting Home Base Iowa employers.

Build and sustain relationships with chambers of commerce, the Small Business Administration, and other organizations that support entrepreneurship and professional networking.

Develop and deliver workshops for veterans, service members, and spouses interested in starting or acquiring a business, and implement initiatives that support veteran entrepreneurs while positioning Iowa as a top destination for veterans, service members, and their families.


Documentation, Case Management, and Reporting:

Document all services (IEPs, assessments, referrals, follow-ups) in IowaWORKS and Home Base Iowa information in the Veteran Workforce Services team Customer Relationship Management (CRM) tool and share point; compile bi-weekly updates and reports for HBI leadership.

capture success stories for HBI communications and HBI leadership; maintain accurate records and metrics showing HBI value across the state.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities after 6-months of employment has been completed.

Requirements

895 Veteran
A person who served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable

Qualifications

Graduation from an accredited four-year college or university;
OR
an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
