Full Job Description

Under limited supervision, performs a wide variety of maintenance activities in the construction, repair, and preservation of roads and bridges on the state highway system. Supervises subordinate foremen or other employees in the performance of varied and complex maintenance and construction activities as Resident Maintenance Foreman for a county maintenance unit. Oversees work of maintenance crews to ensure optimum productivity and quality, adherence to specifications, structural soundness of repairs, and compliance with safety guidelines. Works with county Resident Maintenance Engineer to implement management policies and initiatives and to promote teamwork from within. Manages and prioritizes workload, assigns work activity to foremen, assists in securing necessary resources, and assists with complex projects and problem resolution. Schedules work on a priority basis. Inspects work of crews and makes follow-up inspections as needed. Assists crew foremen with layout, grade shots, and proper techniques to making the proper repair. Reviews daily work reports, equipment utilization, reviews work productivity and quality, prioritizes equipment repairs with shop foreman, procures materials, and rents equipment as needed. Keeps a record of items needed by each crew and supplies them in a timely manner in order for the crews to perform their duties in a safe, efficient, and timely manner. Reviews Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS) data for accuracy. Monitors the preventative maintenance program of equipment to ensure a routine maintenance schedule is followed, and monitors equipment use and wear to prolong equipment life. Periodically conducts equipment safety inspections to ensure that equipment is greased and lubricated, proper coolant and oil (engine and hydraulic) levels are maintained, hoses and belts are inspected for deterioration, tires are properly inflated, and no leakages are present. Receives, investigates, analyzes, and makes appropriate recommendations with regard to requests for service, complaints, and suggestions from the public, public officials, and personnel. Establishes daily crew goals and monitors accomplishments. Conducts monthly foremen meetings. Instructs maintenance crews and employees in safety practices such as flagging operations, wearing of safety equipment, vehicle safety, and job site hazards. Inspects work zone safety set-ups routinely, ensures crews comply with all safety and environmental regulations, and maintains material stockpiles and inventories. Reviews Job Hazard Analysis Sheets for accuracy. Recommends personnel actions including promotions, transfers, and disciplinary measures, and rates employees according to the Employee Performance Management System. Maintains an open line of communication with all employees. Manages assigned crews during emergency or inclement weather shift operations. Coordinates work activities for emergency maintenance activities such as ice and snow removal, complex road closures and detours, and major storm recovery and repair operations. Performs other related duties as assigned.

Requirements

Five (5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis.
