Full Job Description

Under general supervision, performs a wide variety of maintenance activities in the construction, repair, and preservation of roads and bridges on the state highway system. Operates motorized equipment used in the construction and maintenance of highways and bridges or the movement of materials and supplies used to perform these maintenance activities. Serves as supervising Crew Foreman on a county Work Request crew. Serves as crew foreman supervising skilled and semi-skilled maintenance workers in various duties such as cleaning ditches and placing sideline and crossline pipe, patching roadway base and surface failures, installing driveways, removing fallen trees from roadway, installing, repairing, and maintaining flat sheet signs, cutting dead trees on right-of-way, performing vegetation management to improve visibility of signage, setting forms, pouring and finishing concrete for curbs, gutters and sidewalks related to work request activities and multipurpose operations. Functions as a working supervisor, operates motorized equipment in a variety of maintenance activities, as needed, in the absence of regular equipment operators.

Devises a daily schedule for work to be performed by maintenance crew. Determines proper equipment, materials, and labor needed in order to complete tasks. Plans and schedules routine and preventive maintenance activities, as well as investigates citizen work requests for prioritizing and scheduling the necessary work. Maintains accurate daily, weekly, and monthly reports and records related to personnel’s working time, accomplishments, material usage, and equipment usage to input data into departmental asset management systems such as Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS). Recommends personnel actions including promotions, transfers, and disciplinary measures, and rates employees according to the Employee Performance Management System. Supervises and instructs personnel in the operation and maintenance of heavy equipment and proper construction practices in maintaining roads and bridges.

Coordinates the placement of traffic control devices to properly set up a maintenance work zone according to current agency guidelines, policies, and procedures. Instructs crew members on proper traffic control according to SCMUTCD Standards to warn motorists of road work ahead. Instructs crew members daily in safety practices and documents on job hazard assessment forms, mitigates risks, and conducts safety meeting prior to the commencement of work activities. Instructs crew members on practices such as flagging operations, wearing of safety equipment, vehicle safety, or when working with hazardous material and waste. Conducts safety inspection on all assigned vehicles and equipment and instructs crew members on proper vehicle and equipment pre-trip requirements. Ensures employees within the crew completed CDL pre-trip inspections prior to operating a CDL vehicle and equipment. Manages assigned crew(s) during emergency or inclement weather operations; available for on-call rotations and extended hours or extended shift operations. Performs other related duties as assigned.

Requirements

Three and one-half (3.5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator’s license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis.
