Base salary range: $62,107 - $80,737

The incumbent will serve as a Program Analyst in the Office of the Associate Director as a Healthcare Data Analyst.
The Healthcare Data Analyst provides data and program analysis to support executive leadership with overall facility planning requirements for the Western North Carolina VA Health Care System, Asheville, North Carolina.
The incumbent is responsible for performing data and program analysis, data validation, and program management support functions to promote leadership decisions.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill in applying hospital administrative principles, standards, policies, practices and applicable regulations which involves the use of program and supported resources to resolve encountered problems and identified discrepancy issues.
Comprehensive knowledge of administrative, clinical operations, and functions of the healthcare delivery system and clinic service activities and operations.
Specific and technical knowledge of some services may be required by certain aspects of assignments and/or projects.
Knowledge of federal and state laws and regulations governing health care organizations as well as knowledge of VA policies and procedures and medical center guidelines.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Major Duties:
Major duties are as follows but are not limited to: Provides analysis of the healthcare delivery system's capacity and demand for the medical center and community-based outpatient clinics.
Responsible for assisting executive leadership and the Facility Healthcare Planner with data analysis activities, such as collecting and interpreting data and analyzing and reporting results.
Analytics will bring together theory and practice to identify and communicate data-driven insights.
Ensures the continuing development of data and program analysis and reports through self-designed complex programs for program planning, policy development, and cost and quality assessment.
Projects require the ability to understand health care issues, apply methodologies, and interpret results in formulating policy recommendations.
Manages, merges, and analyzes VA and collaborative databases; identifies the most appropriate analytical techniques and data sources; implements statistical and data reduction techniques; presents results using most appropriate methods for presentation and publication; and creates secondary and tertiary databases for use in studies (e.g., information on veteran populations, utilization, etc).
Data Analyst continually reviews and defines new data collection and analysis processes. Leads teams of administrative and clinical staff in joint projects on an as needed basis.
Analyze results to design and present in ways to help executive leadership make informed decisions about healthcare operations.
