Summary

This job involves helping the Assistant Director at a Veterans Health Administration facility by studying and improving health care programs, analyzing operations, and recommending fixes to make things run more smoothly and efficiently.

It's a support role focused on solving problems in patient care delivery and ensuring everything follows rules and policies.

Full Job Description

The primary purpose of the position is to assist the Assistant Director by planning, designing, and conducting studies; analyzing and evaluating programs, operations and issues; developing recommendations to resolve substantive issues and problems pertaining to programs and work operations effectiveness and efficiency throughout the Health Care System.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist.

Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.

Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and ensuring compliance with policy and directives related to a health care credentialing and privileging program.

~OR~ Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).

The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

~OR~ Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements.

The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.

Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.

Incumbent may carry and lift light items weighing less than 15 pounds.

Major Duties:

Major Duties: Advisory Functions: Serves at the principal advisor and resource person to the Assistant Director and the Executive Leadership Team; develops and makes recommendations regarding activities related to: administrative issues within the service and other healthcare facilities, needed improvements in the efficiency and effectiveness of the VA health care delivery operations, modifications in programs and activities, and school affiliations; Makes proposals based on professional observations and analyses, communicates with stakeholders, both internal and external, maintains beneficial and functional relationships with ELT and Service Chiefs; assists with mentoring other Administrative Officers and Health Administration Training Program interns.

Personnel Management: Reviews personnel management issues and provides advice on matters and/or issues such as recruitment, promotions, awards, position classification, disciplinary actions, etc.; Ensures workflow and appropriate coverage, provides oversight on work assignments, reviews and makes recommendations on the preparation of performance standards and/or changes as needed; Ensure clerical/administrative personnel receive the necessary information and guidance for performing their assignments as needed; Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy, and ensures action or inquiry is closed out with the inquirer or office; participates in special information flow studies, analyses, presentations, and briefings, as assigned.

Analysis and Studies: Conducts analytical studies on operational processes, issue topics, or related special projects; Develops position papers and decision documents; Examines routine and complex operational systems to identify and prioritize actions for resolving issues; Develops and monitors information systems to track resources and performance against strategic goals; Prepares clear and concise correspondence for the AD; Manages travel requests and expense reports to ensure compliance and accuracy.

Project Management and Coordination: Serves and project team lead; identifying problems, analyzing data, and recommending solutions on a wide range of issues; Perform productivity analysis for clinical services and advising supervisors and service chiefs on clinical area productivity; Tracking routine and special deadlines; Manages online communication; Coordinates events and develops proposals.
