Full Job Description

The Wichita VA Medical Center is recruiting for a Health System Specialist to work in the Health Administration department.

The Health System Specialist provides Provides staff-level data gathering, coordination, and analytical support to MAS leadership in support of established programs and initiatives.

Works collaboratively with clinical and administrative staff to support Medical Administration Service operations across multiple specialties.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,03/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07 Additionally, Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: GS-09 Grade Determinations: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

(LL.B. or J.D., if related) OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an equivalent combination of specialized experience and graduate education, as described above, which meets the total qualification requirement for the GS-9 grade level.

GS-11 Grade Determinations: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the provided the knowledge, skills, and abilities necessary to do the work of this position.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an equivalent combination of specialized experience and graduate education, as described above, which meets the total qualification requirement for the GS-11 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary in nature.

Requires occasional travel to conduct inspections of contract facilities or motor vehicles providing contracts for healthcare resources to ensure joint commission and safety requirements are met.

Work is performed primarily in an office setting with adequate lighting, heating, and ventilation.

Major Duties:

The position is located at the Robert J. Dole VA Medical Center in the Medical Administration Service (MAS). The Robert J.

Dole VA Medical Center (RJDVAMC) is a Joint Commission- accredited Wichita, Kansas. The Medical Center also operates five Community-Based Outpatient Clinics (CBOCs) located in Kansas.

The Medical Center is part of the VHA VISN 15 located in Kansas City, which includes the Eastern Kansas Health Care System (Topeka and Leavenworth), Kansas City, Columbia, St.

Louis, Marion and Popular Bluff VA Medical Centers.

Duties include but are not limited to the following: Provides coordination, tracking, and implementation support for established Medical Administration Service programs under the direction of MAS leadership.

Recommends guiding processes and principles for the effective use of MAS resources to support the service.

Supports implementation of approved changes by coordinating activities, tracking progress, and documenting outcomes as directed by MAS leadership.

Assists with documenting, updating, and implementing approved policies and procedures that impact Medical Administration Service operations.

Serves as a technical resource and coordination point for MAS leadership and designated program officials. Utilizes feedback from MAS staff to provide input or recommend improvements to Chief, MAS.

Coordinates with VA staff and Program Application Specialist as needed to support MAS modernization and data migration activities.

Supports internal compliance audits, accreditation surveys, and external reviews by assembling documentation, coordinating information requests, and drafting responses under the direction of MAS leadership.

Provides strategic support to MAS for recruitment and retention packages for staffing vacancies.

Assists in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals.
