About the Position: Serve as a Health System Specialist. Function as a member of the Medical Group Executive Council.

Required to make decisions regarding budget, resource allocation, policy, liability, and a range of other medical issues.

Responsible for performing the job independently on a wide variety of administrative and staff duties that provide MDG level comprehensive quality management.

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes providing input on performance improvement/quality programs for medical treatment facilities (MTF) to improve overall health care; assisting in reviewing all potential and actual risks that are identified with a MTF; and providing recommendations on how to continuously improve the quality of health care for a MTF.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as hospital administration, public health administration, health-related fields, business or public administration, etc.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Manages Medical Treatment Facility (MTF) Performance Improvement/Quality Program.
  • Plans, develops, evaluates, and manages the MTF Quality Assessment and Improvement Program.
  • Appointed as the MTF Risk Manager, is responsible for evaluating all potential and actual risks that are identified within the MTF and referring those that may require Safety Officer input to the Environment of Care Program (EOC).
  • Provides consultation to the higher level command and health care providers regarding issues that directly or indirectly impact the overall quality program or standard of care delivered.
  • Responsible to ensure patients satisfaction surveys of both inpatient and outpatient populations are accomplished, results compiled and analyzed, trends identified and communicated
