The Health System Specialist serves as the Executive Assistant to the Medical Center Associate Director and the position is located at the Audie L. Murphy VA in San Antonio, TX.
The Associate Director's Office is responsible for the administrative/operational oversight of STVHCS as well as establishing the mission, vision, values, and goals of the organization.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement: 0671 series has Individual Occupational Requirement that must be met.
Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR Special Provision for In-service Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan.
Such a training program must have been conducted in an operating health care system and included: assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the basic requirements, you must meet the specialized experience below.
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: 1) Serves as a resource advisor to the Assistant Director and other members of senior leadership; 2) Reviews structures organization within the Assistant Director Service lines to optimize use of resources and maximize efficiency and effectiveness; 3) Makes recommendations and proposals based on research, analysis, and observation to modify or change policies and processes as well as initiate suggestions for new policies designed to enhance the efficiency of STVHCS operations, programs and activities; 4) Provides a communication channel between the Assistant Director and departments throughout the healthcare system; demonstrating leadership to maintain credibility, trust and support with senior management staff; and 5) Coordinates with services throughout the healthcare system to develop operational goals and recommend organizational efficiencies.

Physical Requirements: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel up to 25% of the time.

Major Duties:
Administrative Management The Health System Specialist provides administrative management and serves as a resource advisor to the Assistant Director and other members of senior leadership to include Medical Center Director, Associate Director, Chief of Staff, Associate Director for Patient Care Services, the Deputy Chief of Staff, and the Deputy Nurse Executive, on activities, operations, conflicts, and issues.
The Executive Assistant to the Assistant Director maintains on a daily basis an effective working relationship with all STVHCS services, Network and Headquarters personnel, as well as a multitude of outside organizations to include VSO's Congressional Offices, Medical Schools, VBA, CPAC, National Cemetery Administration, County Facilities, Universities and numerous Health Care Organizations, to assure effectiveness in STVHCS services and mission.
Project Oversight/Direction/Long-Range Planning The Executive Assistant to the Assistant Director develops proposals, researches appropriate demographic/statistical information, and/or policy information, and writes appropriate documents pertaining to these areas or other special projects as necessary.
Provides leadership to build relationships crucial to the success of the organization.
Communication Incumbent communicates on a daily basis with members of the STVHCS facility leadership to include both Senior and Service level leadership.
The individual acts as a primary point of contact with critical persons at the National and VISN levels, independently handling major program issues related to the Assistant Directors office.
Staff Education: Incumbent is responsible for education of staff at all levels on different program concepts, initiatives, and directives in relation to the Assistant Directors services and other VACO initiatives as assigned.
Incumbent supports and facilitates education and communication to engage front lines staff in understanding the STHVCS mission and values that drive our programs and in improving overall Veteran satisfaction.
