Full Job Description

The primary purpose of this position is to act as Facility Strategic Planner.

This position is in the Office of the Director, at the Amarillo VA Health Care System , in Amarillo, Texas, which consists of five sites of care (one Health Care Center, one large dinic with a Surgical Center and three Community Based Outpatient Clinics serving Veterans throughout the Texas and Oklahoma panhandles, eastern New Mexico and southern Kansas.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Specialized experience includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.

Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Note: special Provision for Inservice Placement: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Major Duties:

The Planner has complete ownership and oversight of the Market Assessment. The Market Assessment is run by the principal undersecretary of planning and development located in VA Central Office.

The Market Assessment determines the relevance of a health care system. The planner has the sole responsibility of coordinating data analysis for the Market Assessment.

The planner coordinates all VA Central Office site visits and compiles all data needed for the assessment of the relevance of the long-range plan of the Amarillo VA Health Care System.

S/He serves as the liaison between the VA Central Office Assessment team, facility executive leadership and the VISN 17 Strategic Planning Office.

Development of facility strategic plans including the Strategic Space Master Plan for the health care system detailing the current and future facility needs of the system and proposing the means for their resolution (major, minor, NRM, Lease, etc.).

The plan serves as a source document for the 5-Year Capital Asset Plan.

The Facility Master Plan in reported and coordinated with the Facility Executive Leadership, VISN 17 Strategic Planning Office, and the Office of the Principal Undersecretary for Planning and Development.

Conducts demographic and market analysis consisting of assessing potential sites for new project/building development on the system campuses and in the communities and recommends these solutions to the Facility Executive Leadership and the VISN 17 Strategic Planning Office for approval and further development.

Development of Business Case Analysis and participates fully in the development of proposed minor and major construction projects assisting in preparation of Capital Asset Applications (OMB300's); concept development; space programming; the provision of swing space; phasing plans and development of activation resources packages.

This Analysis is coordinated with the Facility Chief Engineer and the VISN 17 Capital Asset Manager and presented to the Facility Executive Leadership for final approval and operationalized.

Develops long range projects with regards to facility planning and space utilization management to meet expected program needs that are in conjunction with Office of the Principal Undersecretary for Planning and Development for consideration by Facility Executive Leadership, VISN 17 Capital Asset Management Office, and VISN 17 Strategic Planning Office for funding and/or further development through the VA Capital Asset Management process.

Develops group facilitation for program development by managing the strategic facility planning/construction development process by leading multidisciplinary groups within the Healthcare System and this is to achieve project and activation milestones within designated timeframes.

This construction plan is coordinated with the Facility Chief Engineer, VISN 17 Capital Asset Management Office, and VISN 17 Strategic Planning Office.

The Planner will report any major construction plans to the Office of the Principal Deputy Undersecretary for funding request and approval.

The Planner demonstrates the ability to overcome barriers and develop alternative solutions when necessary, which are then reported to the Facility Executive Leadership.

Chair the Facility Space Committee and coordinating the resolution of identified space.

Incumbent prepares proposals for new/revised space assignments and/or the development of new construction or renovation projects, leases or other alternatives to resolve specific space deficiencies.

The Planner will then report the Space Committee findings and recommendations to the Resource Management Committee for any final approval or concurrence.

Coordinates with the Facility Chief Engineer and reviews and assesses the sufficiency of architectural concepts plans/schematics, preliminary plans and construction drawings to ensure they are in alignment with facility space plan and strategic needs of the facility.

The Planner will then report these findings and plans for approval or concurrence to ensure alignment with the Facility Master Plan and the VISN 17 Strategic Plan.

Serves as the Department of Defense liaison for pursuing a Joint Sharing Agreement venture with Cannon Air Force Base, located our the Clovis, NM catchment area.

This will include pursuing educational opportunities for Active Duty Servicemen/women at our Clovis Community Based Outpatient Clinic.

The Planner will also coordinate a Medical Sharing Agreement between our facility and Cannon Air Force Base to allow for Active Duty Servicemen/women to use VA facilities to get care for Mental Health.

The Planner will be working with the Cannon Air Force Base General Staff and local Congressional staff representing the Clovis, NM catchment area to coordinate this Joint Sharing Agreement.
