Stafford Creek Corrections Center

Annual salary: $123,816.00-$130,320.00

Schedule: 8:00am-4:30pm (0800-1630) Monday-Friday (Sat/Sun off)


The Department of Corrections is seeking a highly motivated and qualified Health Services Manager 3 for the Stafford Creek Corrections Center located in Aberdeen, WA.


This position is considered the facility health authority.

This position is responsible for the implementation and delivery of health care policy and proactive throughout the complex or in the reception center function.

Management functions including planning, leading and controlling the work performed by the Health Services across the correctional complex of facilities or in the reception center function.

In addition, this position is responsible for the cost-effective use of DOC resources in facility health care operations.

Responsibilities include efficient utilization of DOC staff, equipment, and supply resources.

This position provides direct administrative leadership in the delivery of health services to patients in the reception center or multiple facility complex operating 24 hours a day 7 days per week according to applicable state laws and the approved health plan.


In the reception center or multiple facility complex setting, this position effectively and efficiently provides a health care delivery system which includes primary, secondary, and tertiary care.

The incumbent supervises and manages all offsite and in person health care, including inpatient hospital services and outpatient which includes scheduled and emergency medical care, nursing, dental, pharmacy, radiology and laboratory, mental health, health services reentry, life skills with care and emphasis on improving patient health standards in preparation for transition into the community.

The incumbent also provides oversight to administrative support services for healthcare operations to include medical record management, scheduling, care coordination and the resolutions department.


The health authority is a designated individual that is tasked with ensuring the organization and delivery of all health care in the facility.

This health authority is a person who by education, experience, or certification (e.g.

MSN, MPH, MHA, FACHE, CCHP) is capable of assuming responsibility for arranging all levels of health care and ensuring quality and accessible health servicers for incarcerated individuals.

Requirements

Plan, lead, organize, and control the work performed by the Health Care units:

  • Assure the appropriate and optimum use of DOC resources.

  • Direct and manage complex and diverse health services.
  • Supervise and coordinate all patients’ health care and treatment with employed or contract health care professionals and community health care institutions and providers.

Budget planning, development and management:

  • Manage a health care budget that consists of a cost-effective delivery system including negotiation, written spending authority, and monitoring of contract compliance acquisition.
  • Participate in state committees and planning groups to formulate policy.

Monitor, coordinate and negotiate the contracting process for local Client Services Contracts, affiliation agreements and emergency services:

  • Monitor compliance of professional licenses to ensure initial and continuous licensures in the State of Washington.
  • Monitor compliance and ensure all TB tests; maintain a copy of license to do business in Washington State and professional liability insurance.

Other administrative/managerial responsibilities:

Draft and/or finalize resolution/complaint responses, personnel actions, reports, information requests and responses for work unit or other government entities.

Investigate and obtain information used in responses such as DOC policies, procedures, directives, RCW’s, WAC’s, and health record information.

  • Establish office procedures, priorities, and deadlines. Assigned and review work performed. Plan for workload coverage; arrange for cross training development.
  • Review position and personnel transactions, recommendations to AA on staff hiring, recommend corrective action, act of leave requests and work scheduled adjustment requests; approve staff overtime.
  • Coordinate and/or participate in hiring processes. Implement recruitment plans and screen applications.

    Develop and prepare questions, schedule candidates, secure interview room, oversees pre-exposed questions, lead and/or participate in interview panels, conduct reference checks, recommend selection of applicants and compensation according to rules/contracts.

    Monitor and ensure compliance with standards for health care, DOC policies, collective bargaining process, and impact of state legislative processes:

    • Review policies and procedures for health care and the institution at large facilities and provide input for updating current policies.
    • Develop, revise, and implement necessary Operational Memoranda.
    • Implementation of all pertinent division directives.
    • Co-chair the facility CQIP Quality Management Committee; local QRR meetings and participates in self-audit monitoring of data and quality metrics.

    Designated facility health authority:

    • Responsible for determining facility leadership responsibility is delegated equitably.
    • Responsible for expert collaborative communication with HQ and other executives regarding health services operations and effectiveness.

    Lead delivery of healthcare system at the facility to support agency mission:

    • Direct delivery of agency mission critical healthcare services.
    • Develop and implement facility strategic long-term operating plans, goals and objectives in alignment with the Appointing Authority.
    • Proactively monitor compliance and quality improvement impacting health services.
    • Analyze and implement assigned facility health services policies.
    • Oversee, training and provide work direction to a wide variety of staff including administrative and advanced professional-based healthcare clinical disciplines.
    • Assure quality of services operations.

    Authorize designee from DOC Health Services Headquarters for operations effectiveness, improvement and monitoring for agency mission implementation:

    • In consultation with HSA the lead HSM provides feedback, recommendations regarding leadership.
    • Innovate and collaborate to improve health care services precedent utilizing state-of-the-art tools, resources and evidence based methodologies.
    • Interpret and implement mission critical agency initiatives from conceptual or complex state into functional/operational processes at the local facility.

    Authorized designee for Health Services communication regarding the facility:

    • Designated lead for communication with outside agencies which includes notifying family members for seriously ill patients, regulatory entities such as OCO, DRW, DOH, Unions and other community partners.

    Qualifications


    Required Qualifications:

    • Five (5) years of supervisory management experience in an acute or ambulatory health care system
    • Extensive experience in leadership and administering health care services in a diverse organizational unit that includes outpatient, inpatient, dental care, optometry, mental health, physical therapy and several professional disciplines.


    AND


    Analysis – Uses data and information in a clear and rationale thought process to access and understand issues, evaluate options, form accurate conclusions, and make decisions.

    Identifies key facts, understands the nature and relationship between data and elements, recognizes underlying principles or patterns in an array of data, determine if additional data should be collected.

    Uses judgement and critical thinking in the absence of clear guidelines to draw conclusions about further actions.

    Observation and Inspection – Critically observes and inspects people, conditions, and the environment to detect problems.

    Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares the status to the norm to identify subtle changes and incremental deviation, makes informed judgement about when a change in status must occur and determines appropriate action.

    Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication causes others to understand and take appropriate action.

    Decisiveness – Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited.

    Recognizes when a decision must be made and moves forward, delegates decision making authority, appropriately advocates for important patient care objectives, and finds common ground and solutions among diverse interests.


    Desired Qualifications:

    • Masters in Health Administration or Master in Business Administration/Master in Public Administration with a Health Services Administration concentration. ACHE certification, a plus.
    • CA/CQI experience.
    • Bachelor’s degree involving major study in health services or related field.
    • Extensive prior health care administration in an adult correctional environment or similar institution.
