This job involves guiding the creation and evaluation of innovative Medicaid programs through special federal demonstrations, analyzing policies, and leading teams to advance health coverage initiatives.
A good fit would be someone with extensive experience in health policy, project management, and writing technical reports, ideally from government or nonprofit work in Medicaid or similar areas.
It's a senior-level role focused on providing expert advice to improve public health insurance systems.
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstrations Group (SDG).
As a Health Insurance Specialist, referred to here as Health Insurance Specialist (Technical Director), GS-0107-14, you will provide complex technical and analytical capabilities to support development of Medicaid section 1115 demonstrations concerning innovation in eligibility and coverage ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical guidance on policies pertaining to Medicaid Section 1115 demonstrations; OR the conduct of evaluations of Section 1115 Demonstrations AND 2) Overseeing projects and associated resources to enhance program advancements in support of the organization's mission; AND 3) Creating technical written documents (i.e.
health policy statements, special terms and conditions, evaluation summaries) to inform decision making about policy design, implementation, or compliance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
