Join our team in the Division of Early Care and Education as a Child Care Center Licensing Specialist at the Bureau for Family Assistance! This position supports the mission of our Division by providing advanced regulatory oversight of licensed child care centers and out-of-school-time programs.

The Child Care Center Licensing Specialist performs complex, professional-level work to ensure health and safety standards are met in accordance with both state and federal requirements and regulations for child care.

This role exercises independent judgment in interpreting regulations, investigating complaints, recommending enforcement actions, and supporting continuous improvement among child care providers statewide.


Key Responsibilities

Under limited supervision, the Child Care Center Licensing Specialist will be responsible for:

  • Conducting site visits to child care centers and out-of-school-time programs to monitor regulatory compliance, requiring statewide travel and occasional overnight stays.

  • Investigating complaints, identifying violations, and ensuring appropriate enforcement and corrective actions are implemented.

  • Evaluating provider performance and documentation to inform licensing decisions, including the issuance, renewal, suspension, or revocation of licenses.

  • Providing technical assistance and expert interpretation of child care licensing regulations to providers, stakeholders, and agency partners.

  • Serving as a liaison with Child Protective Services, public health, and other entities to coordinate regulatory responses and support program quality.

  • Maintaining timely, accurate records in WV PATH case management systems.

  • Tracking initial and renewal licensure of deemed Head Start centers and maintaining out-of-school-time data systems.

  • Participating in regulatory enforcement processes, including pre-disciplinary conferences, administrative hearings, or appeals.

  • Communicating policy and procedural updates and contributing to regulatory guidance and training initiatives.

  • Participating in required meetings and ensuring timely submission of all reports.

  • Assisting with mentoring or supporting other staff in interpreting complex regulations and promoting consistency in licensing practices.

Qualifications

Training: Bachelor's Degree from a regionally accredited four-year college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.



Additional Information

Substitution: Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
