King County Metro’s Mobility Division is excited to recruit a HASTUS System Analyst (Project/Program Manager III).

In this role, you’ll work closely with Metro’s HASTUS Business Lead to provide day-to-day operational and technical support for Metro’s HASTUS software suite. You’ll also be an active member of project teams supporting technology upgrades and capital projects tied to HASTUS.

HASTUS is a core enterprise system used across Metro to support planning, scheduling, operations, and workforce management for fixed-route, flexible service, water taxi, streetcar, and light rail services.

As the HASTUS System Analyst, you’ll serve as a key point of contact between Metro staff, King County IT, and the HASTUS vendor (GIRO), helping ensure the system runs smoothly and continues to meet Metro’s evolving needs.

Although this position is embedded within Metro’s Scheduling group, you’ll work closely with HASTUS users across the organization, including Service Planning, Bus and Rail Operations, Vehicle Maintenance, Transit Technology Operations, and Customer Information.

Key responsibilities include:

  • Providing day-to-day system support and system administration
  • Managing cases, incidents, service requests, and system issues
  • Coordinating with King County IT and the HASTUS vendor to track and resolve issues
  • Analyzing, scoping, and implementing system changes and enhancements
  • Supporting change management, documentation, and business process improvements

You’ll also play a hands-on role in major technology initiatives, including:

  • Supporting Metro’s transition to an electric bus fleet
  • Implementing new tools for depot management and fleet dispatch
  • Moving Operator work and vacation selection from paper-based processes to a fully digital system
  • Supporting the increasing complexity of light rail expansion
  • Helping deliver modern reporting and dashboard solutions
  • Completing a full upgrade of the HASTUS platform

This recruitment will be used to fill one Career Service position. In addition, this selection process may be used to generate an eligibility pool for future career service, term limited temporary, and special duty assignment vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

  • As pertains to the operations of the HASTUS suite; function as a central point of contact for Metro users, King County IT, Metro Technology Operations and Project teams, and Software vendors
  • Develop and maintain an awareness of persistent operational issues as a key player in the strategic management of daily operations using the HASTUS suite
  • Provide escalated support for HASTUS and integrated systems: Prioritize and address incidents, problems, and change requests
  • Serve as a Subject Matter and Technical Expert for HASTUS platform capabilities, features/functions, derivative products, and integrations
  • In collaboration with the HASTUS Business Lead, serve as complimentary support, backfilling when needed
  • Test and document system changes to ensure a steady flow of enhancements are deployed to production with minimal negative impact
  • In collaboration with assigned Project Managers, assist in organizing, tracking, and executing taskings for HASTUS-related Transit Technology Capital Projects
  • Lead operational and project enhancements as directed by the HASTUS Business Lead
  • Create documentation to contribute to the buildout of a knowledge base
  • Act in an advisory capacity, as well as “hands-on” technical contributor, to programs of high agency importance (examples; Zero Emissions, Light Rail Expansion, Process Digitization and Optimization, Technology Portfolio Consolidation, Headway Management, among others)
  • Bring to bear a detail-oriented, naturally inquisitive attitude to solving entrenched problems and seeking solutions
  • Mediate discussions between varying user bases to reach consensus on technical solutions to business needs
  • Collaborate with subject matter experts to establish program requirements, assess and mitigate risk, and identify future program needs and objectives
  • Provide input on system infrastructure and configurations for optimal performance and reliability
  • Develop a deep understanding of business priorities, processes and goals to ensure the HASTUS suite is optimized to support the Agency

Qualifications

Minimum Qualifications:

Qualified applicants will have demonstrated experience in using transit technology systems software, as well as solid working knowledge of transit business practices, which may include bus service planning, scheduling, operations, support systems, and/or service delivery.

Or equivalent technical experience in related fields such as logistics, transportation, government operations, etc.

  • At least three years of direct experience providing technology system support, administration, or project management, which includes at least two years of experience providing ticket triage, escalated support for end-user issues (tier 2-4 support), and collaborating with additional technology support teams (i.e., vendors, application support, database administrators, hardware engineers, network technicians and engineers, and security teams)
  • At least three years of experience supporting technology project teams as a direct contributor
  • Vendor Management experience, including case management, Service Level Agreement (SLA) enforcement, and release management, or equivalent
  • Experience working with large organizations and matrixed workgroups
  • Ability to synthesize complex information, prepare clear and concise materials and communicate technical information to non-technical audiences
  • Experience managing user expectations and building trusted relationships with non-technical staff
  • Intermediate Excel user with a working knowledge of: importing data from various sources and formats, cell formatting, filtering/sorting, pivot tables, and basic formulas
  • Experience interpreting coding languages and system logs to isolate system faults, incorrect behaviors, or adjust functionality
Desired Qualifications:
  • Experience with HASTUS as a system administrator, analyst, implementation specialist, developer, engineer, power user, or similar is, HIGHLY DESIRED for this position
  • Experience with the HASTUS software suite including Planning, Scheduling, and Operations modules
  • Experience administering the HASTUS software suite including user management and role-based permissions, formula and interface creation and modifications, and release management
  • Direct experience administering or implementing transit-specific technology solutions (i.e.; Scheduling and Operations systems, CAD/AVL systems, Fare Payment systems, Real-time passenger &/or customer information systems, Trip Planning systems, etc.)
  • Experience creating and modifying data products using Crystal Reports, Microsoft Power BI, Adobe InDesign, or similar reporting and dashboarding tools
  • Industry recognized Project Management certifications, licenses or education
  • Intermediate level skill in scripting and automation using tools like Windows PowerShell, Python, JavaScript
  • Data management or analysis skills including a basic understanding of relational databases and SQL
  • A Bachelor’s degree in Computer Science, Software Engineering, Informatics, business administration, project management, or a related field
  • Experience working in a unionized environment; respecting craft boundaries and understanding and interpreting Collective Bargaining Agreements

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay. The work week is normally 40 hours, Monday through Friday 8:00 AM – 4:00 PM. Alternative work schedules may be possible. There is no on-call requirement, but occasional after-hours or weekend work will be required.

Work Location
This is a hybrid position. The main work site for this position is King Street Center, 201 S Jackson St., Seattle, WA 98104. The team works in a hybrid model, with days in the office as well as telecommuting. Currently, there will be a minimum of one day per week required in the office. The ratio of remote to onsite work will be dependent on business needs and is subject to change. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
