In order to minimally qualify at the GS-13 grade level, applicants must demonstrate in their resume at least one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band.
Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.in the Federal government or obtained in either the private or public sector.
Specialized experience is defined as: (1) knowledge and/or experience of operational or administrative policies, processes, or procedures of grantmaking in federal, state, or local government(s) or non-government organization to manage the fully lifecycle of a grants program; (2) knowledge and/or experience with overseeing the complete grant process (e.g., processing grants, awarding grants, managing peer reviews, or monitoring grant performance/compliance; (3) experience and/or skill working with internal and/or external stakeholders a in order to develop notices of funding, build cooperative relationships, or respond to inquiries.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
If selected for the Grants Management Specialist position, the incumbent will serve as Senior Program Officer with primary responsibility for managing a variety of assigned grant programs (e.g., National Leadership Grants, Laura Bush 21st Century Librarian Program, Native American and Native Hawaiian Library Services Programs, etc.) within the Office of Library Services (OLS).
Typical assignments will include but are not limited to: Serves the library community as an expert and source of information and knowledge about the grant programs of the agency.
Administers and/or awards grants, technical training and oversight for internal and external stakeholders, grantee compliance oversight, and post-award assessments.
Maintains relationships with library staffs to acquaint them with the grant program and recruit them as possible reviewers and uses every opportunity to spread the word about the grant programs.
Performs other duties as assigned.
